  1. IEC 61400-21 Measurement and assessment of power qualitycharacteristics of gridconnectedwind turbines Convener John Tande, SINTEF (NO) Presented by groupmember Poul Sørensen, Risø DTU (DK)

  2. Outline of thispresentation • Scope • Participants and meetings • Status • Timeline TC88 meeting Boulder

  3. Power system issues • fault ride through • power balancing • reactive power • voltage control • frequency control • short circuit power • inertia • Local voltage quality • voltage intervals • inrush currents • flicker • harmonics Grid integration • Simple and robust • fixed speed(s) • fixed pitch • passive (stall) control • Advanced • variable speed • pitch control • generator torque control • reactive power control Mechanical design Wind Power Plants and Grid Integration millennium TC88 meeting Boulder

  4. Scope of IEC 61400-21 Ed 2.0 • To prepare a revision of the standard IEC 61400-21 (ed 1, 2001) Measurement and assessment of power quality characteristics of grid connected wind turbines, taking into account recent experiences and technical needs, much related to the development of utility “grid codes” setting specific requirements to the characteristics of large wind farms: • New items • Response to voltage drops • Active power control • Reactive power control • Grid protection • Reconnection time • Adjustments on Ed.1 power quality issues • max power • flicker, • harmonics TC88 meeting Boulder

  5. Participants and meetings • The maintenance team counts about 28 members from 11 countries (DE, DK, ES, FI, FR, JP, NL, NO, PT, SE and US). The team includes a sound mixture of participants from industry, test stations, utility, research and consultancy. • For preparing Ed.2 the maintenance team has held seven meetings, thereof the last in San Francisco, CA, USA, September 2007. The meeting was for dealing with comments on the CDV and preparing issuing the document as FDIS. TC88 meeting Boulder

  6. Status • Ed 2 was published in 2008-8 according to scope of revision. TC88 meeting Boulder

  7. Timeline Past timeline Future possible new items for revision: No short term plan for NWIP On a little longer term, someissuesarelikely to be relevant: Wind farm tests and measurements Wind farm connection to HVDC grids Industrial need for more accurateharmonic test and assessment procedures (pres. ref to IEC 61000-3-6, but wind power is leading large scale power converteremployment) TC88 meeting Boulder
