Procedures for employing an apprentice • We discussed your employment needs • Advertising the role • Match candidates and arrange interview • We complete a health and Safety vetting on your organisation • Confirm trials or candidate start date • Signed Contract between you the employer and Best Choice Training. • We agree with you, your preferred payment method and time frame where applicable.   10. Apprentices’ wages • Apprentices must be an employee on the first day of their apprenticeship. • An apprenticeship agreement must be signed at the start of the apprenticeship. It is used to confirm individual employment arrangements between the apprentice and the employer. • Be paid at least a wage consistent with the law for the time they are in work and in off-the-job training. • You can find information on the definition of an employee and information on the national minimum wage on GOV.UK. BCT2017/MS

Apprenticeship duration and employment hours • The minimum duration for apprenticeship training is one year unless the framework or standard specification. • In apprenticeship standards, the end-point assessment can only be taken after the minimum duration has been met. • You must ensure the apprentice meets the minimum apprenticeship duration rules. • BCT2017/MS

Continued The apprentice must be involved in active learning or monitored workplace practice throughout an apprenticeship. • The apprentice can, after achieving all mandatory requirements of an apprenticeship, stay in learning until they meet the minimum duration and embed the skills they have gained. • The minimum duration of each apprenticeship is based on the apprentice working 30 hours a week or more, including any off-the-job training they undertake.   13. Off-the-job training Off-the-job training is defined as learning which is undertaken outside of the normal day-today working environment and leads towards the achievement of the apprenticeship. This can include training that is delivered at the apprentice’s normal place of work but must not be delivered as part of their normal working duties. BCT2017/MS

Off the job training continued • The off-the-job training must be directly relevant to the apprenticeship framework or standard and could include the following: • The teaching of theory (for example: lectures, role playing, simulation exercises, online learning or manufacturer training). • Practical training: shadowing; mentoring; industry visits and attendance at competitions. • Learning support and time spent writing assessments/ assignments. • Using funds BCT2017/MS

Off the job training • The employer and Best Choice Training will decide how the off-the-job training is delivered (this may include regular day release, block release and special training days/workshops). • Best Choice Training realise that “one size does not fit all” and will work with you to develop training packages for apprentice new to training and employment and for those with employment experience and prior training and education. • Training package will be discussed with your Employer Liaison Officer and the Training Manager. BCT2017/MS

  16. Levy paying organisations • If you’re an employer with a pay bill over £3 million each year, you must pay the apprenticeship levy from 6 April 2017. • Read guidance on how to pay the apprenticeship levy. • You will report and pay your levy to HMRC through the PAYE process. • The levy will not affect the way you fund training for apprentices who started an apprenticeship programme before 1 May 2017. • You’ll need to carry on funding training for these apprentices under the terms and conditions that were in place at the time the apprenticeship started.   17. Non Levy paying Employers/Employer co-investment • Employers who do not pay the levy, and those who want to invest more in training than they have available in their digital accounts, will benefit from significant government funding to support their commitment to apprenticeships. BCT2017/MS

  18. Non Levy paying Employers/Employer co-investment • If an employer has not paid the levy and would like to train an apprentice, they will need to co-invest 10% and will benefit from government funding to cover the remaining 90% of the cost for learners 19+. • All employers will need to meet, in full, any costs above the funding band limit for any particular apprenticeship. • The 10% payments is calculated into monthly instalments over the duration of the programme e.g. 13 months. • Employer to set up direct debit or standing order with their bank from month 1 to ensure timely payments. BCT2017/MS

  19. Non Levy paying Employers/Employer co-investment • Employers with fewer than 50 people working for them will be able to train 16 to 18 year old apprentices without making a contribution towards the costs of training and assessment up to the funding band maximum. • Instead the government will pay 100% of the training costs for these individuals. BCT2017/MS

  20. Non Levy paying Employers/Employer co-investment • Best Choice Training will need to invoice you separately for any employer co-investment, including any VAT. • Invoice currently comes from (ITS) Independent Training Ltd-Lead Provider and Dudley College. • You may agree a schedule of co-investment payments with the provider which does not match payments made by us each month but this should ensure that your contributions are at least equal to the required 10% every three months when providers report your contributions.   21. Employers Incentive (AGE) for 16 -18 year-olds You will receive an age grant if your apprentice meets the requirements below: • When employers take on a 16 to 18 year old on an apprenticeship framework or standard, they will receive £1,000 to help meet the extra costs associated with employing an apprentice. • This will be paid to employers in two equal instalments at 3 months and 12 months. Initially, these payments will be made to employers via their training provider, who will pass the money on. ITS (Independent Training Services LTD) and Dudley College will send remittance to employer on behalf of Best Choice Training Ltd). BCT2017/MS

  22. Employer Incentive • These payments will come direct from the government and will not be deducted from an employer’s digital account. • Over time, this will move to a system where the employer receives this payment directly from the government. BCT2017/MS

  23. Birmingham Employer Grant • Best Choice Training works in partnership with Birmingham local Authority and will support you with accessing additional payment of £1,500 through the Future Jobs Funds programme. • Funds will be paid approximately six weeks of the learner commencing an apprenticeship programme. • The apprentice must be employed with a contract of 16 hours or more (Full time contract). BCT2017/MS

  24. Birmingham employer grant • As the employer you will be required complete the application and submit to the Local authority. • You will be required to submit approximately 3-4 wage slips for the apprentice before the grant can be release. • Application must be submitted within 10 days of the apprentice commencing employment to be eligible. • Payment will be made directly to the employer.   25. End Point Assessment • Your apprentice will undertake an end point assessment near the end of their apprenticeship programme. • All learners registered on an apprenticeship standard from January 2018 will need to undertake the end point assessment. • End-point assessment is a holistic and independent assessment of the knowledge, skills and behaviours that your apprentice have learnt throughout their apprenticeship against the standard. • The requirements for end-point assessment are set out in the assessment plan for the specific standard. BCT2017/MS

End Point Assessment • Best Choice Training will work with you in selecting an organisation to deliver the end-point assessment from the register of apprentice assessment organisations (RoAAO) and agree a price for the end-point assessment. • The end-point assessment requirements are set out in the assessment plan for the standard. Some assessment plan but Best Choice Training delivered the training cannot make the end-point assessment judgement for that same group of apprentices. • The only exception to this rule is any standard identified as an ‘integrated standard’. The apprentice assessment organisation in these cases may also be the provider. BCT2017/MS

  27. End Point Assessment • Best Choice Training will contract with the apprentice assessment organisation on your behalf and have a written agreement in place with the assessment organisation to make payment to them for conducting the end-point assessment. • The written agreement will set out the arrangements for sharing relevant information about the apprentice so end-point assessment and certification can take place, including arrangements for any re-takes and payments. • You must ensure the price you agree with Best Choice Training for the apprenticeship includes the amount you have negotiated with the apprentice assessment organisation needed to pay for the end-point assessment. This includes the cost of external quality assurance, which involves an external body. You must ensure that you engage actively with any request for information from the external body, where applicable. BCT2017/MS

  29. New Apprenticeship Standards What is different about the new Standards? • They are being developed with employers, rather than by the government, meaning that the training that will be delivered will be higher quality and that more relevant skill will be taught throughout industries. • The standards are being designed to ensure successful development of all areas within Apprenticeships. • Gearing Apprentices towards achieving the specific skills for the company that they work for means that once they have completed their course, they will be a fully competent and productive employee.   31. How the HSC standards be assessed? • Apprentices will be assessed against the knowledge and skills criteria as set out in the Apprenticeship Standards for Adult Care. • The Assessment Strategy that accompanies each of the Adult Care Apprenticeship Standards contains a combination of assessment methods designed to test the apprentice’s knowledge, skills and behaviours in line with the requirements for synoptic testing under the future apprenticeships reforms.   34. How the BA standard will be assessed? • End Point Assessment (EPA) is a final assessment at the end of your • apprenticeship programme. EPA is carried out by an Independent End Point • Assessor (IEPA) who has not been part of the teaching and learning. Your • employer has chosen NCFE to carry out your assessments. • We have lots of materials, including this guide, on our online platform to help • you prepare for your EPA. Before you can be entered for assessments your • employer and provider must submit you for gateway. BCT2017/MS
