I. Process so far • Identified key issues, conducted analyses, and developed recommendations in five components of results chain • Narrowed scope based on RMT input • Focus only on entry points or levers that: • Use existing systems and processes • Are clearly within regional purview • Maximize interaction between management and staff 2
II. Pre-requisites for Results (as identified by RLT members) • What is obvious but needs to be done systematically • Build Client ownership for programs/projects • Results orientation – right from the start • Define measurable outcomes • Accurate diagnosis of issues • Time horizon that is compatible with results expected • Adequate budget, staff and skills to do a quality job • Communication – to build ownership and disseminate • Accountability for results • Monitoring to measure progress 3
III. A. Getting results -- CASs Goal: Country programs based on evidence and lessons Problem: CAS is overloaded; results may not be given due attention. Little learning from previous CAS(es) Recommendations: • Introduce CAS retrospective review as starting point for development of subsequent CAS • Review and integrate existing instruments (e.g. BEEPS) to identify indicators that help identify gaps and benchmark progress in CAS implementation • Continue to improve country briefs to report on results • Formulate CASs in a way that Donors, Bank support, can be scaled up for results 4
III. B. Getting Results – Projects Goal: Use managerial reports to focus on results Problem: Existing systems are not properly designed/set up to focus on results Recommendations: • Make PSR more user friendly; work through OPCS to simplify form • Require PSRs to include results on project and development objectives • Set stretch targets to increase outcome focus of PSRs from 20% to 50% by end CY03 and have ECSPS report to RLT 5
III. C. Improve capacity to monitor results Goal: Support clients in developing capacity to improve budget management/public expenditure (PRSP for IDA; PALs? For IBRD) and service deliveries Problem: Clients lack capacity to monitor and evaluate results (e.g. MDG+) at the country level Recommendations: • Distill lessons learned from pilot countries (e.g. Romania, Albania, Kyrghz Republic) • CDF: Romania, Kyrghiz; EFA: Kyrghiz; PRSC: Albania • Review current staff capacity in country offices to strengthen monitoring systems and assist borrowers • Promote greater use of SILs, PRSCs, and IDF grants as instruments for capacity building 6
IV. A. What is scaling up? Better results; and more benefits, to more people, more quickly Examples: • Take local project to national level • Azerbaijan land restructuring • Institutional or policy reform with national impact • Russia coal • National project in one sector • Turkey basic education Common elements: see page 1. 7
IV. B. Addressing constraints to scaling up Goal: Optimize instrument mix Problem: Rapidly shifting country conditions require more nuanced selection of instruments Recommendations: • Explore greater applicability of PRSCs, PERs • Explore use of SWAPs in ECA • Disseminate and track impact of knowledge better • Reform incentives/processes for cross sectoral work • Provide increased training for integrative/client skills 8
V. Implementation • Series of workshops to engage staff (in country offices and HQ), sharing of lessons learned, and drawing up issues for further attention • Two workshops a month: led by Shigeo • Units to pilot improvements and build learning and sharing of knowledge over 3 months • CASs: Ukraine; Turkey • PSRs: FSE; ECSSD • Building capacity for better M&E: ECSPS to draw lessons from pilots and share across region 9
V. Implementation 3. Engage RMT on instrument mix and scaling up • Prepare for RMT retreat in June – SDs, with Alain taking lead 4. Identify training and learning opportunities in specific areas such as country team training before CASs, M&E training for country office staff • Marsha/Learning Committee/Alain 10
