WMO Country Profile Database WMO • Congress and EC Mandate: • Congress 15 - urged the Secretary-General to take immediate action to operationalize such a database and gather there all of the information collected by individual WMO Programmes/ Departments. The WMO Country Profile Database would optimize the number of questionnaires sent to the Members. • EC LX, LXI and LXII – monitored the development and advised accordingly • EC WG on Capacity Building – reviewed progress
Congress 16 • Enhancing the Country Profile Database may provide some of the tools needed to better determine Members needs and progress. • To strategically mobilize resources under the CDS, it would be helpful to establish a compliance database and systematic monitoring of performance of NMHS to be used in better understanding and addressing existing gaps. • Updated guidelines are also necessary when applied as a dynamic tool in affording a clear sense of direction and progress. • Such information would lead to the establishment of reference points, a baseline situation and to the development of Metrics to show progress. • It is noted that Country Profile Database could be useful to develop such tools.
Country Profile Database High-Level Goals • Follow the status and development needs of Members • Improve planning, implementation and monitoring of WMO related projects and activities • Promote synergies between Members, the secretariat, cooperating partners, funding agencies and other stakeholders
Enterprise Resource Planning (ERP) CER DRA • Country information for RA II & RA V • VCP Projects LSP Space • METEOTERM OBS ETR • Lists of contacts/focal points • Operators of satellite receiving systems • Manufacturers of satellite receiving equipment • Satellite systems and user requirements information • Lists of contacts/focal points • Volume A • Pub 47 • GTS performance information • Lists of contacts/focal points • TRAMAN • FELMAN • Members training needs and requirements • ETR Training Library Services WDS • Lists of contacts/focal points • GDPFS • DRR capacity survey data • WMO-No. 9 vol. Current WMO Information Acquisition WMO Programmatic and Scientific databases WMO Acquisition Lead (e.g. S & T Programmes) Methods of information acquisition Members Surveying & Regular Reporting Regional Associations Technical Commissions Members, Regional Associations and Technical Commissions asked to complete multiple surveys often with similar questions
Principles for Development of the Country Profile Database • Single authoritative datasets (e.g. Country names) • Leverage of Existing Processes: • Drawing from existing processes and data bases • Long-term: reduce number of ad hoc databases • Compatible with WMO Technical Architecture • Low Cost: • Efficient WMO knowledge management saves money • Off-the-shelf products • Data Ownership • Members maintain information about their own country • Departments manage their data bases • Common WMO survey and regular reporting tools • Accessibility (e.g. web based) • Phased approach • Can Add capabilities over time

Final Thoughts… ‘A firm's IQ is determined by the degree to which its IT infrastructure connects, shares and structures information. Isolated applications and data, no matter how impressive, can produce idiot savants but not highly functional corporate behavior.’ Steve H. Haeckel U.S. author Thank You

Common Issues • WMO Surveys • Many surveys sent to members • Surveys are often ask similar questions • Data from surveys is normally on paper, independent and not easily compared with other surveys • WMO Databases • Data and information is independent and not easily shared • Overarching • No common mechanism for acquiring, storing and reporting of data and information • No mechanism to ‘mine’ data in existing data bases
