  3. VISION AND MISSION of moe Vision: Be part of the creation of the a quality education system that guarantees and fosters access for learners regardless of their abilities. Mission: To provide a holistic enduring quality education that responds to, recognizes and realizes the spiritual, cultural, intellectual, physical potential of all learners, enabling them to make fulfilling life-choices responsive to socio-economic and environmental changes.

Goals and objectives of pef • Establish an educational funding system that will enable the Ministry to reward excellent students in Puntland with scholarships so that these students aim even higher in the educational ladder. • …the idea behind PEF lies in the strong belief that the Ministry can independently fund the most deserving, most excellent students in Puntland without necessarily asking a third party or agency for any assistance in this endeavor. 

  5. Philosophy…. there is a direct (causal) link between creating a competitive scholarship funding system and improving/upgrading/increasing of quality in education = Rewarding excellence, shaping the future
