Why a need for the SBA Review? • Need to continue improving SME business and administrative environment to prepare for new challenges • Need for strong SMEs, particularly in a situation of economic crisis, as they have lost 3.25 milliion jobs
Enhanced governance:the SME Envoy’s role Acting at EU level : the SME Envoy is there to listen to SMEs and their representatives and act as internal “watchdog” for EU policy making. Acting on the ground is even more crucial: Member States are therefore invited to appoint their national SME Envoy.
Enhanced governance:Give SMEs a greater role SMEs will have their say with the SME Assembly: representatives of small businesses from all over the 27 Member States will gather yearly SME Performance Review: Commission will scrutinise and analyse a wide range of success indicators upon all 10 SBA principles and report regularly to the informal Competitiveness Council, setting benchmarks for Member States
What do we propose in the Review? Smart regulation for smart growth – Better start-up conditions New goal: start a business in 3 days for €100
What do we propose in the Review? Smart regulation for smart growth - Simplification of administrative rules • SME Test for all proposals for new legislation • One-stop-shops – no need to resubmit documents that are already with administration
What do we propose in the Review? Better and easier access to capital • EU guarantee for SME bank loans: 200.000 additional SMEs to benefit till 2012 • Access to capital – Promote investment from Venture capitals into SMEs • €1.1 billion of Competitiveness and Innovation funding will allow SMEs to benefit from €30 billion financing (2007-2013) • Simplify rules for greater access of SMEs to EU funds • Greater and easier access for SMEs to internet data on financing opportunities and in their own language
What do we propose in the Review? Better and easier access to markets Improve access to public procurement for SMEs: divide contracts into lots and boost e-procurement • 34% of public contracts value for SMEs 58% contribution to economic added value
