  6. What Don’t We Do Don’t issue CDLs No training requirement Don’t’ require minimum hours behind the wheel before licensing

  7. Facts Worth Noting • Almost 4000 fatalities last year involving trucks and buses • 88% of the fatalities were caused by driver error (not all CDL drivers) • 40% of CDL holders operate as independent drivers; i.e. not big companies • 5% of drivers are women

  8. Current initiatives Started w/ Congressionally mandated CDL Task Force US Army Reserve Command (MPO) Almost 2 years – started slow / picked up pace Matching vehicles (tanks vs. trucks) Verifying safe driving experience (no CDLIS) Assuring a test is a test is a test

Current Status Federal Regulation 49 CFR 383.77 2 year safe driving record State may waive the skills test Currently: 15 States – 3 pending Applicant must still adhere to other federal and State regulations Medical card Legal presence Domicile (Residency) rules Skills / written / Hazmat – TSA State requirements, i.e. training

  10. Challenges Pentagon No CDL Chief No CDLIS Every CO (Army) is his/her own DMV Differences in licensing – 88M vs. military DL Each State must meet but may exceed minimum requirements – 2005 testing model Interstate vs. Intrastate

Future Efforts Potential for military to be authorized as a 3rd party tester Potential for waiving current residency requirements Secretary of the Army Office of Manpower and Reserve Affairs recruiting less than 2 years experience Working with States & AAMVA – not typically what FMCSA does Expanded Federal Partnerships DOD Labor Veterans Affairs
