1. Texas Council on Cardiovascular Disease and Stroke A Decade of Partnership with the American Heart Association for Heart Disease and Stroke Prevention
2. Texas Coalition on CVD and Stroke Created April 8, 1998 to explore ways to reduce the burden from CVD and Stroke.
Comprised over 50 organizations throughout the state
Coordinated and promoted effective statewide and local initiatives and garnered support for prevention initiatives
Worked with the House Public Health Committee to study the effects of CVD and develop legislation
3. Council Members Originally composed of 12 members, now 15
Originally appointed by the Board of Health, 11 now appointed by the Governor
Serve staggered six year terms
May not receive compensation for service, now may receive travel compensation
May receive assistance if poses financial hardship
4. Advisory Committees May appoint one or more advisory committees
May appoint one or more consultants
5. Reporting January 15th of each year report to governor, lieutenant governor and speaker of the house of representatives
6. Main Powers and Duties Develop an effective and resource-efficient plan to reduce burden of CVD and stroke
Develop a database of recommendations for appropriate care and treatment of patients with CVD or stroke
Shall collect, analyze and maintain a database of information related to CVD and stroke
May request and receive information from any other state agency related to these duties; all information confidential under law is confidential
7. Texas Department of State Health Services (formerly Texas Department of Health) 1999:
Shall accept appropriated funds
Shall allocate those funds
Council shall make recommendations on the allocation of those funds
No funds allocated!
2001: Requested funding, no funds allocated
2003: Requested funding, no funds allocated
2005: Changed legislative language, no funds allocated
8. 2005 -Working with AHA to make Major Changes in Health and Safety Code and Cardiovascular Disease and Stroke Chapter Identified specific membership appointed by the Governor
Allowed travel reimbursement
Added Gifts and Grants section
Added Heart Disease and Stroke Resource Fund section
Added duty of council to advise legislature, develop, submit or comment on legislation
Make recommendations to DSHS on stroke rules
9. Legislative Ask - 2007 In 2007 included a Legislative Appropriations (LAR) Exceptional Item request through the DSHS LAR. Funding request for implementing the Heart and Stroke Healthy City program, education campaigns, data collection, and support.
No funding allocated specifically
A rider attached that allowed funding for stroke activities if funds available internally.
10. Legislative Ask - 2009 Began in February 2008 to identify the legislative ask from council
Determined to ask outside of DSHS LAR
Council members met in June with key legislators told to add to DSHS LAR
Met with DSHS and identified the request for LAR
Separate line item ask for $4 million for biennium within a Chronic Disease EI which included obesity prevention funding and tobacco prevention funding
11. Developing the 2009 Legislative Ask Legislative Ask
Implement Heart and Stroke Healthy City Program locally
Continue to implement community health center quality improvement activities
Implement stroke education activities
Collect, analyze and report heart attack and stroke data

Council members provided testimony at Legislative Public Health and Appropriation Committee hearings
Council members made specific contacts with key legislator offices
14. American Heart Association, Southcentral Affiliate Sept 2008 Trained Council members
January June 2009:
Sent a dozen Grassroot Alert messages
Conducted four onsite Lobby Days
Had Executive V.P. conduct two onsite lobby visits
Coordinated activity among council members to include providing testimony, phone calls, and letters of support
AHA Advocacy Team, with hired consultants, provided daily visits, monitored budget process and lobbied budget committee members, governor, lieutenant governor and speaker of house.
15. 2009 Results Funded!!!! Funding request went from $4 million to $2 million
Funding request was settled at $1 million for 2010-2011 biennium
Part of overall Chronic Disease Exceptional Item request Obesity prevention and CVD and stroke prevention
