  1. FIBER OPTIC STATUSTMDE Program Life Cycle Conference04-06 November 2003Robert A. ThromThromRA@nswc.navy.mil NSWCDD Code B35

  2. Expanded Fiber Optic Repair Reporting • Established As Part Of The 3M Process • Currently Active In OMNS-NG • Need For Process: • Support equipment requirements • Validate training requirements Need your help to get the process implemented throughout the Fleet

  3. Block 29 ACT. TKN: Enter the code that best describes the action taken to complete the maintenance. Code Description 9 Maintenance Action Completed; FO (Fiber optic repair) Capability Utilized. A: FOTE, multimode ST MQJs utilized B: FOTE, multimode heavy duty MQJs utilized C: FOTE, multimode rotary mechanical splice MQJs utilized D: FOTE, single mode ST MQJs utilized E: FOTE, single mode heavy duty MQJs utilized F: FOTE, multimode specialty MQJs utilized G: FOTE, single mode specialty MQJs utilized H: FOTE not available I: Standard MQJs not available J: Specialty MQJs not available ØIf the maintenance cannot be placed against a specific prime system, use the FIBER OPTIC APL: 999972174/Miscellaneous Parts-Kits List. Addendum To Section III - Completed Action

  4. Training and Maintenance • Option Being Investigated By Center For Surface Combat Systems To Include FO Maintenance Technician Course Into 2M Program • Revise NSTP • To include NAVAIR and submarine requirements • To update surface requirements as required • Revise NSTM • To be consistent with the Maintenance Plan and new fiber optic technology hitting the Fleet • Develop new Fiber Optic Tech Manual containing procedures referenced in the NSTM

  5. Training and Maintenance • Revise Fiber Optic Training Curriculum • To be consistent with Maintenance Plan and NSTM • Organizational and Intermediate level • To include NAVAIR requirements • To cover new fiber optic technology hitting the Fleet • Single mode fiber • Blown Optical Fiber (BOF) Technology • Extended to a 2 week course with a secondary NEC

  6. GPETE Fiber Optic Fielding Plan • Develop Database Documenting Support Equipment Requirements • Database established in FY01/updated in FY02 • Includes system listing for each ship • Includes FO system configuration information • Includes GPETE and support equipment requirements • Ship/system data is being verified with CDMD-OA • Test Equipment Allowances • Required test equipment based on information in database • Fleet constraint: minimum equipment quantities to each hull • Supplied to NWS Earle for incorporation into SPETERLs • Toolkit and MQJ Allowances • Required toolkits and MQJs based on information in database • Adjusted to be consistent with minimum equipment quantities • Supplied to NAVICP for development of AELs (completed)

  7. GPETE Fiber Optic Fielding Plan • Support Equipment Will Be Fielded On A Prioritized Basis • Multimode equipment • Loan pools will be fielded first • Deficiencies are being filled in the out years • Single mode equipment • Loan pools only being fielded • Platforms to borrow assets until significant amounts of single mode fiber is utilized • Ships With Deficiencies Or Insufficient Allowances Are To Borrow From The Regional Loan Pool (in port) Or The Carrier Loan Pool (at sea) • Systems Backfitted on AEGIS Ships Have Deficiencies Flagged During SAR Process, Allowing Reprioritized Distribution

  8. FO TE Class Allowances

  9. New Technology • Fiber Optic Power Meter Probe • Submitted and accepted as a SBIR • Phase I - May thru Nov 2004 • Phase II - 2005 thru 2006 • Phase III - Private or Program Funding, If Required, No SBIR Funding • Goal is to develop a more functional fiber optic power meter that could be better used for troubleshooting • Visual Leak Detector • Provide a visual leak detector that meets similar requirements as the optical leak detector (next generation leak detector) • Receiving requests from ISEAs • Provide an easier/faster means of troubleshooting • Need to coordinate market survey with next contract release for optical leak detector (new contract ??) • Provide to Fleet through attrition of optical leak detector

  10. Documentation • Maintenance Plan • SE006-AA-PLN-010 (1 Sep 2000) • NSTM • S9086-PF-STM-010/CH-408 (31 Aug 1994) • In revision • Fiber Optic Tech Manual (new) • In development • NSTP • Revision of NTP S-30-9304 • FO Maintenance Technician Course • 670-0063A • AELs • 7-670054591 (tool kits) • 7-670054592 (multimode fiber MQJs) • 7-670054593 (singlemode fiber MQJs) • 7-670054594 (singlemode fiber MQJs – enhanced polish)

  11. Documentation • NAVSEA Drawings • NAVSEA Drawing 6872811 (Tool Kit, MIL-C-83522, Fiber Optic, Navy Shipboard) • NAVSEA Drawing 6872812 (Tool Kit, MIL-S-24623, Fiber Optic, Navy Shipboard) • NAVSEA Drawing 6872813 (Tool Kit, MIL-C-28876, Fiber Optic, Navy Shipboard) • NAVSEA Drawing 7085158 (Tool Kit, Fiber Optic, Navy Submarine) • NAVSEA Drawing 6877804 (Jumpers, Test Equipment, Fiber Optic)
