  1. State wide area Network : Backbone ofE-governance

  2. Network Infrastructure (SWAN) (Capacity Building for E-Governance) Any State who is planning to implement a E-governance across the state need to have a scalable, secure and redundant Enterprise Wide Networkconnecting it to various building blocks located at different parts of State to provide managed services to their customers/people. This network will be comprising of Center location at HO state capital and District Head quarters.

  3. Building Blocks • The SWAN Network/E –governance should be implemented in two distinct phases • Solution Proposition for H/W and N/W Connectivity. (Infrastructure Part) • H/W Installation • Network connectivity which includes LAN and WAN. • S/W and Application Development for different E-Governance based application.. • Systems Integration of the Proposed Solution. • Training of users to run and maintain the setup. • Providing Support Services (Internal and external) for the effective performance of the implemented solution to ensure the seamless functioning of the entire Infrastructure.

  4. Critical Success Factors • Proposition of the Solution and Products • Bandwidth - Line Feasibility/Trunk Capacity • Timely Deployment • Integration with existing network - if any • Experience in handling the various connectivity options • Site Readiness - Power, Space • Multi-location coverage - Coordination/Local Presence • No Project Overruns - Meet Milestone Deadlines • Proactive Project Management

  5. Design Architechture - SWAN • Star Architechture design using point-to-point leased lines with ISDN • BRI as backup connectivity. • Hierarchical, layered architecture having Core, distribution and Access • layer routers at respective locations. • WAN design cornerstones are effectively addressed - • Security • Scalability • Availability- Backup connectivity • Redundancy- Design to avoid Single point failure. • Manageability • Cost-Optimized • Data network ready for Voice as well as Video traffic.

  6. State Wan Solution - Leased Line Option I Channelized E1 /PRI BSNL Cloud 64Kbps LL HQ • All locations are proposed • with 64Kbps ISDN dial-backup

  7. State Wan Solution - Leased Line Option II Channelized E1 /PRI BSNL Cloud 64Kbps LL • All locations are proposed • with 64Kbps ISDN dial-backup

  8. VSAT OPTION FOR REMOTE LOCATIONS 512Kbps SCPC Link IP Cloud 64Kbps SCPC

  9. Implementation Approach Indisputable leadership in the corporate IT market

  10. SWAN Project Execution Blocks Project Plan and Architect Deployment Review and Feedback Sustenance • Define Support team roles and responsibilities • Support Matrix plan and adherence • Define site support procedures • On-call support at remote sites • Support documentation • Spare management • Project charter • Agreed Objectives • Staff project and confirm roles and responsibilities • Confirm scope and assumptions • Detailed Project Plan • Project communiqué • Solution Architect and Design • Bill of Material Validation • Project Site preparation • Installation at sites • Solution Validation • Configuration Document • Equipment delivery & verification at sites • Installation at sites • Configuration of various equipment • Acceptance testing • Project Documentation • Validation stage analysis • Project Deployment analysis • Support services analysis • Customer meetings and reviews • Feedback incorporation • Customer communiqué at different project stages Approach

  11. Summary • Selection of Technology, Service Provider , System Integrator • Effective use of the Project Mgmt concept. • Periodic Review with State Team and DIT Top Mgmt. • Periodic Review with Service Provider, System Integrator and State Team. • Deployment of requisite skilled, Certified and experienced manpower. • Proactive Planning of resource to ensure High availability of the Infrastructure.
