  2. Group Work I: Challenges and Priorities National challenges and priorities in terms of anticipating and identifying skills needs up to 2020. Priorities could relate to general needs such as the need for more entrepreneurial or specialised technical skills, or skills linked to key priority sectors, such as for example manufacturing, ICT, health. The challenges could relate to how to anticipate and meet skills needs effectively, how to develop joined-up policy approaches across government breaking down the silos, how to address sectoral needs without overspecialisation. In addition challenges could relate to gaps in terms of policy functions, institutions and/or capacities, and the capacity-building challenge to address and implement the skills 2020 strategy.

Group Work session I: Challenges and Priorities Common imperatives faced by the countries in anticipating and meeting skills needs effectively up to 2020. • whether and how and to what extent these can be addressed through coordinated activities at regional level. • The transfer of policy approaches/solutions from one country context to another is constrained by the extent to which the conditions in the two countries are similar and receptive. Often there is a need for a level of adaptation and fine-tuning of policy approaches.

  4. Key priorities in anticipating and addressing skills needs up to 2020? List 3 priorities To develop a participatory, flexible and responsive system that can anticipate skills and react to labour market needs. 1. Establishing a formalized forum between all relevant stakeholders for regular information exchange and needs update. 2. Focus on developing skills in line with national development plans. 3. Development of generic competences (i.e. for social inclusion, entrepreneurial skills). Yellow Group

  6. Key challenges which can be addressed through regional initiatives? List 3 key challenges 1. Knowledge transfer through established EU mechanisms (peer learning, OMC...). 2. Regional labour and students mobility. 3. Improvement of regional cooperation on development of NQF. Yellow Group

  7. Key priorities in anticipating and addressing skills needs up to 2020? List 3 priorities 1. Economic Sectors (including FDI) including social enterprise 2. Quality of education system (including lifelong learning and soft skills) 3. National-regional-international dimensions and linkages and coordination/collaboration White Group

Job creation in private sector and self-employment/engaging all groups 2.co-design of curricula by building synergies between educ and labour market to improve responsiveness 3. Knowledge society skills (access to information systems, problem-solving, creative and critical thinking and evidence-based policy design) 4.
