  2. Goals for Today • Provide relevant changes required for NIH submissions. • Share resources for updates.

NOT-OD-09-149: Restructured forms and Instructions- FY2011 funding submissions • Affects PHS 398 and SF424 applications • New application packages target January 25, 2010 due dates and beyond • Competing applications affected: • All electronic submissions using packages that combine the SF 424 (R&R) with PHS 398 components • NRSA fellowship applications (SF 424 with PHS Fellowship Supplemental form) • Paper PHS 398 application package

NOT-OD-09-149: Restructured forms and Instructions- FY2011 funding submissions • All new or resubmission applications due on or after January 25, 2010 must use new forms and instructions • Submissions using incorrect application forms will be delayed and may not be reviewed • NOTE: AIDS applications intended for May 2010 review and submitted by those eligible for continuous submission will use existing forms and instructions.

NOT-OD-09-149: Restructured forms and Instructions- FY2011 funding submissions • December 2009, new FOA’s with accompanying application packages will be published • EXCEPTIONS: Small Business Innovation Research (SBIR [R43/R44])/Small Business Technology Transfer (STTR [R41/R42]) applications Conference (R13/U13) grant applications Individual Kirschstein National Research Service Award (NRSA) Fellowship applications (F30, F31, F32, and F33).

  6. NOT-OD-09-149: Restructured forms and Instructions- FY2011 funding submissions • For Exceptions: NIH will issue a Guide Notice when the new forms and instructions are available • New parent announcements will be issued at the same time and all active FOA’s will be updated

  7. NOT-OD-09-149: New Structure and Length – Research Strategy Section • Current limit <25; New limit =6 • Current limit 25; New limit=12 • Current limit >25; New limit=follow FOA instructions • One additional page will be allowed for Specific Aims

  10. NOT-OD-09-149: New Structure and Length - SCORE applications • Institutional data to be given under “Other Project Information”-item 11 Other attachments’: • A. The total student enrollment at the institution and the number and percent of underrepresented minorities (e.g., Native American, African American, Hispanic American, natives of the U.S. Pacific Islands) in the total student population;B. Number and percent of underrepresented minority students (undergraduate and graduate) enrolled in the sciences relevant to biomedical and behavioral research;C. Number and percent of total and underrepresented minority faculty in the sciences relevant to biomedical and behavioral research and the total number of faculty and of underrepresented minority faculty from these departments participating in funded research.

NOT-OD-09-149: Peer Review Criteria Alignment - Biographical Sketch • New Personal Statement incorporated as part A • Former parts A, B and C change to parts B, C and D • Peer-reviewed publication list limited to no more than 15 • Choose 15 pubs based on recency, importance to the field and relevance to proposed research

  15. NOT-OD-09-024 – New Scoring Procedures • Became effective for all FY 2010 submissions (1/25/09) • New 9 point rating scale: (1=exceptional; 9=poor) • Not recommended for further consideration (NRFC)

  16. NOT-OD-09-024 – New Scoring Procedures • NRFC: • Lacks significant and substantial merit • Presents serious ethical problems in human subjects protections • Presents serious ethical problems in use of animals, biohazards, and/or select agents

  17. NOT-OD-09-024 – New Scoring Procedures • Each reviewer and discussant will give a separate score for 5 core review criteria • Reported individually on summary statement • Significance • Investigator (s) • Innovation • Approach • Environment

  18. NOT-OD-09-024 – New Scoring Procedures • Each reviewer and discussant will give a preliminary impact score • Impact score determines which applications will be discussed in committee • After discussion by committee, each member will give final impact score

NOT-OD-09-024 – New Scoring Procedures • Overall impact score (OIS) = mean score from all members’ impact score , then multiplying the average by 10 • OIS will be reported on summary statement • 81 possible OIS’s will range from 10-90 • Funding decisions based on scores, and other factors (mission relevance, portfolio balance, etc.)
