FOCUS ON THE LEARNER:Challenges for DFID • Making sure that existing programmes seek to enhance the communication strategies that can transform poor people’s lives (eg Capacity Enhancement for Lifelong Literacy (CELL) in Egypt ) • Avoiding blueprints or standardised approaches through programmes that are flexible & responsive (eg Support for GoI’s National Literacy Mission in 4 states, GoB’s Post Literacy & Continuing Education Project )

FOCUS ON THE LEARNER:The International challenge • Working with UNESCO & ASPBAE to ensure that a coordinated approach to the MDGs is achieved through the literacy component of the PRSP • Identifying cost-effective approaches • Promoting communication strategies that respond to diversity • Finding better ways of measuring progress
