Why the review ? • The Electrical Engineering Group has started a major consolidation and upgrade project which has to be submitted to the scrutiny of experts and users in order to validate the technical choices. Why this project ? • During the construction years of the LHC, the infrastructure systems were somehow neglected and have, for some parts, reached the end of their lifetime. In addition, with the new projects that CERN is undertaking, some resizing has become necessary. The Project for the Consolidation and Upgrade of the CERN Electrical Distribution System

What is the Impact ? • The flagship of the CERN accelerator complex is the LHC which is essentially made of high-tech superconducting components: the superconducting magnets and the superconducting accelerating cavities in the collider and the superconducting magnets in the experiments. They are served by the biggest complex of cryogenics plants in the world. Any interruption of power entails very long downtimes of the collider and the associated experiments: a few minutes take days to recover. The Electrical Engineering Group • The EL Group operates the CERN electrical distribution network, which supplies • the accelerator complex, • the associated experiments, • the computer centres and • the office buildings. Also, the Group analyses and makes projections on the electrical energy consumption and manages the relations with the energy suppliers. It is the responsibility of the Group to renovate and extend the network as equipment ages and new needs arise. Why Now ? • After three years of operation, the accelerator complex is going to be shutdown for approximately two years to carry-out major repair, maintenance, consolidation and upgrade work: LS1 • Many of the consolidation and upgrade actions can take place while the accelerator complex is in operation, others can only take place during a shutdown. Part of the consolidation and the first phase of the upgrade campaigns have been studied, procured, prepared and have started. A lot is planned during LS1 and beyond. The Reviewers • Academia • Sidi-RachidCherkaoui EPFL • Obtained his MSc degree at the EPFL, after a four year experience in industry joined the EPFL power system laboratory where he achieved his PhD thesis in the field of optimal operation topologies for distribution systems. In this respect, he was the recipient of the ABB Swiss Award’93. He lead the research activities in the field of optimization and simulation techniques applied to electrical power and distribution systems. • Since 2009, as senior scientist, he is the head of the power system group (PWRS) at EPFL. Presently the main research topics of his group are concentrated on electricity market deregulation, distributed generation and storage with reference to distribution systems and smart grids, and power system vulnerability mitigation. • Industry • Joaquin CabetasIberdrola • Electrical Engineer with a specialization in Power Systems, he did the Power Systems Engineering Course at Schenectady (NY) and has worked at Iberdrola Group in Spain and Brazil since 1984. The Reviewers • Industry • IvanoGentilini ENEL • Is an Electrical Engineer, currently responsible for Primary Substations standardization in the Engineering and Standardization Department, Infrastructures and Network Division of ENEL. He has previously held a position in the same department in the Infrastructures and Network Division, in charge for the activities related to the following electrical network components: HV/MV transformers, instruments transformers, Petersen coils. He has a number of publications on this subjects and is an active member of Technical Committees and Working Groups of the IEC and the corresponding national society, the CEI. The Reviewers • High-energy physics labs • Frederick Bordry CERN • Graduated from the EcoleNationaleSupérieured’Electronique, d’Electrotechnique, d’Informatique et d’Hydraulique in Toulouse, France, with a PhD in engineering and another in science from the InstitutNationalePolytechnique, also in Toulouse. He spent the first ten years of his career teaching and conducting research at these two institutes. He worked two years in Brazil (1979-1981) as professor at the Federal University of Santa Catarina (Florianópolis). In 1981, he was appointed senior lecturer at the InstitutNational Polytechnique. He joined CERN in 1986 in the group working on power converters for LEP. In 1988 he moved to the Operations Group as engineer in charge of the SPS and LEP. Later he joined the Converter Group as the head of design for power converters for the LHC. He was appointed leader of the Power Converter Group in 2002, a position he held until December. In 2008 he was also the deputy head of the Accelerators and Beams Department. As of 1 January 2009 he is the Head of the CERN Technology Department. The Technology Department is responsible for technologies which are specific to existing particle accelerators, facilities and future projects. • Jean-François Bouteille ESRF • Earned his PhD in automatic control, signal processing and power electronics. He joined ESRF in 1987 where he was head of the booster power supply head, (power, electronics, digital regulations software) and supervision of the 50Hz distribution at ESRF. In 1995 he became deputy of the power supply group and responsible for the quality of the electrical power at ESRF, then Head of the Power Supply Group. His domain of activity today includes the design of new high gradient magnets and global approach of ESRF power systems. Also, he is encouraging all the synergy between the accelerator division and the technical services for efficient use of electrical energy.   9. The Reviewers • High-energy physics labs • Serge Claudet CERN • Graduated in 1989 as Mechanical Engineer from the EcoleNationale des Arts & Metiersin Paris (France). At CERN since 1991, with helium refrigeration projects for the LEP superconducting cavities, and since 1997 for all type of helium refrigeration and infrastructure for the LHC. Since 2007 and the first LHC cool-down, he is Head of the LHC Cryogenics Operation team. • Hans-JörgEckoldt (Chair) DESY • Electrical Engineer to day leading the section of the Magnet Power Supplies and Modulators. He is responsible for the General Electrical Supply, the Water Cooling, the Air Conditioning and Heating, the Tunnel Ventilation, Magnet Power Supplies and the RF Supply The Project for the Consolidation and Upgrade of the CERN Electrical Distribution System

  10. The Reviewers • High-energy physics labs • Steven Hayes FNAL • Is an Electrical Engineer in the FERMILAB Accelerator Electrical Engineering Support Department. He spent most of his 36 years at the lab working on the power converters for the large accelerators but now work on all converters from the Ion Source to the experiments. This includes the Proton Source, Main Ring, Tevatron and Main Injector. The Accelerator Electrical Engineering Support Department designs and maintains all of the power related items needed for the converters to work correctly.   11. The Reviewers • High-energy physics labs • MarzioNessi CERN • Earned his Ph.D. in physics from ETH Zurich, Switzerland. As a research staff member at Rice University, he worked on experiments at Brookhaven National Laboratory, at Fermilab and at CERN. He has been active in collider physics at CERN since 1989, starting in the UA2 experiment. He has been involved with the ATLAS experiment from the beginning, and is presently the ATLAS Technical Co-ordinator. • Yves Thurel CERN • Is a Power Electronic Engineer who designed a 4-quadrant power converter for LHC: LHC120A-10V and followed two other contracts for the same type of power converters: LHC600A-10V and LHC600A-40V which totalize 750 4-quadrant power converters installed in LHC, ranging from 1 kW to 24 kW. He has become a specialist in the Electromagnetic Compatibility domain and radiation hardness for the Power Converter Group. He is currently in charge of the Radiation-To-Electronics EPC Power Converters Project, and is designing new radiation tolerant power converters for LHC.   14. The Questions Item 1The scope of the consolidation is in-line with the needs. Not too short, not too much. Item 2 All the issues present in the network today have been addressed in the consolidation plan. Nothing fundamental has been forgotten. Item 3All the equipment proposed for the renovations/consolidations will guarantee optimal operation conditions up to 2035. Item 4 The present CERN electrical distribution network cannot cope with the 7 TeV operation of the LHC. Item 5All the new needs justifying the upgrade have been correctly addressed. Not too short, not too much. Item 6All the design aspects (power, availability, reconfigurability, energy quality) of the upgrade have been studied sufficiently. Item 7 Are the present consolidation and upgrade projects appropriate and is their cost accurate? Item 8To what extent an overall (but feasible) reconfiguration/redesign would result in a more robust and better energy quality network.
