  2. Main priorities accumulated on basis of: a) Main provisions for the strategy of socio-economic development of the North West Federal Okrug up to 2015 (2003), b) Updated provisions and main results (2005)

  3. Main directions of the Strategy : Human resources development Balanced sustainable economic development based on innovations To ensure minimum environment impact To strengthen Russian federal institutions and to ensure public concordance

  4. Human resources development : to improve the quality of human resources apply the principles on the concept of human being development to develop a new model of legal regulation and efficient national human recourses policy to improve the quality of life, to develop efficient integration policy in family, childhood and youth

  5. Key tasks : to stop depopulation of the North West region, to intensify the implementation of the migration policy, to improve the demographic situation, to improve health of population and health care system, to improve the quality of labour resources, to establish efficient employment structure, to reform civil service and retrain civil servants

  6. Balanced economic development : to establish economic space of NW region, to eliminate the misbalance of regions’ development, to modernize the structure of economic in NW region, renovate the basic funds of the NW enterprises, integration of NW regions into the world economy keeping balance between internal and external markets.

  7. Priority tasks : to develop transport and energy infrastructure, to raise competitive capacity of priority branches of industry, reduction of resources consumption, increase of share of high-tech product, investment attraction, tourism development, small enterprises development
