DER Delegation Basics • Each DER’s authority is established by their assigned delegated functions and authorized areas within a technical discipline. Example: • Technical Discipline: Electrical Systems and Equipment (Chart C2) • Delegated function: Software • Authorized areas: Electronic equipment and communication systems
Why is CEH a Special Delegation? • No current DER Chart delegated function covers CEH • Policy provides for authorizing special delegated functions that aren’t on the charts • Major Alterations • PMA Identicality • TSO Software • Any other compliance finding function as specified
CEH DER Qualifications Not currently defined but expectation is that the DER has knowledge, experience, and ability related to CEH similar to what is required for Software authority Specific requirements and process will be issued as an FAA Policy Memo Check for availability at http://www.faa.gov/aircraft/draft_docs/policy/
Process for CEH DER Authority ACO assesses the DER's qualifications against qualification criteria appropriate for review and approval of DO-254 data ACO documents the special delegated function and defines limitation and how the authority can be used (e.g. Chart C2, 1-7L Special, approve ____ aspects of complex electronic hardware…) If the DER isn’t fully qualified, they can be authorized to recommend approval of CEH data until they have demonstrated capability to approve
Other Issues TSO CEH – A special delegation within a special delegation (much like TSO software is a special delegation within an established delegated function) Policy memo will address this too. ACO coordination – DERs working on projects in ACOs not familiar with their authority will require coordination between offices to establish or agree on DERs capability/limitations
