  2. 2011 – 2012 District BudgetThis Board of Education developed the 2011-2012 budget in accordance with the District’s Mission Statement to provide a safe environment for the study of a challenging and balanced curriculum, which will enable students to become independent and critical thinkers. Opportunities will be provided for students to develop self-esteem, social values, and the motivation needed to continue individual growth, while also developing a respect for cultural differences.

Previous Loss in State Aid 2010-2011 State Aid Reduction $191,773 Current Increase in State Aid Resulted in NO Increase in the Real Estate Tax Levy 2011-2012 State Aid Increase $38,401 The Highlands Borough Board of Education has dedicated the full $38,401 in State Aid increase to direct tax relief for its residents.

Cost Saving Measures Through careful budgeting practices and detailed budget management the District has been able to realize a 3.5% budget reduction this year and 6.6% budget reduction over the past two years. Creating savings in non-educational areas will allow the District to continue to provide the students the requisite resources for success. • Shared Services – Agreements for staffing, transportation, special education, gifted and talented education, purchasing, grounds and maintenance, trash pickup and snow removal significantly reduce the District’s costs for these services. The sharing of the Business Office and Superintendent services will also produced $96,000 in savings this year. • Textbook Purchases – Through a combination of negotiated pricing and Tri-District purchasing, the District will realize a significant savings on our textbook adoptions for the 2011-2012 school year.

  7. 2011-2012 Curricular Enhancements • New Social Studies program in grades K-6 • Maintain in-house special education programs • Expand technology • Sustain professional development for staff • Increase Parent and Family Workshops • Maintain field trips and clubs

  8. ZERO TAX LEVY INCREASE The Highlands Borough Board of Education has dedicated the full $38,401 State Aid increase to direct tax relief for our residents, resulting in a zero tax levy increase for the 2011-2012 budget.
