Background • Over the past decade, 85 per cent utilization rate has been referenced • Four major urban school boards were instructed to develop smaller geographic sectors • Sector boundaries, contiguous with ECS, were developed in 2004 • Nine geographic sectors for elementary and junior high schools • Tenth district wide high school sector
Utilization- What Is It? • The Province calculates the District utilization rates annually. • A lens for the Province to monitor how efficiently the District uses the resources (schools) provided by the Province • A utilization rate of 85% (by sector or school) is a lens to determine if the District may be eligible for expansion or modernization funding. • The provincial utilization rate takes into account an adjusted enrolment, the gross area of the school (M²), exempted lease (areas leased to not-for profit organizations) and CTS (Career and Technology Studies) areas (Alberta Education/Alberta Infrastructure, School Capital Manual, 2009). • The Province provides funding for instruction and Plant Operation and Maintenance (PO&M) on a per pupil basis. The utilization rate does not have an impact on this funding.

Utilization- Impact on Teaching and Learning • Alberta Education is reviewing current Area Capacity and Utilization formula • A change in how utilization is calculated would result in an adjustment to the lens through which capital requests are viewed • Low utilization is symptomatic of not enough students for the buildings we operate • Schools continue to be funded on a per pupil basis – instruction and building operation
