Background On September 9, 2014 the Board of County Commissioners requested staff prepare a moratorium ordinance which would apply to permits for new cement, concrete and asphalt plants.
Moratorium Ordinance The moratorium is necessary to provide sufficient time for staff to address compatibility issues between cement, concrete, asphalt operations and other similar SIC group 14 uses and adjacent residential, religious and educational uses.
Moratorium Ordinance The moratorium establishes the following limitations: • Limits new permits to facilities not within 1,500 feet of schools, residential and religious institutions • Moratorium period not to exceed April 15, 2015 • Effective September 26, 2014.

LPA Public Hearing On September 18, 2014 the LPA recommended approval of the Moratorium Ordinance, with the exception of borrow pits/excavation and fill uses.
Action Requested Adopt the Moratorium Ordinance, with the exception of the borrow pits/excavation and fill uses as recommended by PZC.
