ICAO’s ISD Programme • Why an implementation programme? • The establishment of ISD • Consolidation of the Unified Strategic Programme (USP) and the Coordinated Assistance and Development (CAD) Programme; • ISD Safety and ISD, Security. sustainable development and capacity building in aviation security – hb10/2007

ISD Objectives (Security) • Support the initiative of ICAO Contracting States in resolving identified safety oversight and/or aviation security-related deficiencies; • Support regional, sub-regional and national aviation security training efforts through the development, provision of support and delivery of training programmes and workshops; • Maintain an information exchange system through a portal website that links to essential and important aviation safety and security-related information. sustainable development and capacity building in aviation security – hb10/2007

ISD Objectives (general) • Within ICAO: • facilitate and coordinate the implementation of support-related activities of ICAO; • provide and coordinate technical and strategic support to projects executed by TCB such as the Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs) and the Cooperative Aviation Security Programmes (CASPs); • conduct periodic project reviews and evaluations, on behalf of TCB, aimed at effective project execution. sustainable development and capacity building in aviation security – hb10/2007

Planning & implementation process • ISD applies the Global Aviation Safety Roadmap developed by the Industry Safety Strategy Group (ISSG) and ICAO. • The roadmap recognizes that all stakeholders need to be involved and clearly identifies the roles played by the regulatory and industry elements. • The roadmap is equally applicable to aviation security-related activities as it is to safety. sustainable development and capacity building in aviation security – hb10/2007

Planning & implementation process • With respect to aviation security, the roadmap is adapted to: • allow for a more proactive approach, • coordinate and guide security policies and initiatives worldwide, • promote a proactive approach to aviation security, and • provide a means to ensure that aviation security initiatives throughout the world deliver effective security system through the coordination of effort thus reducing inconsistency and duplication. sustainable development and capacity building in aviation security – hb10/2007

Planning & implementation process • Primary areas of focus (specific to Security): • Consistent implementation of Annex 17 Standards and Recommended Practices, • Consistent regulatory oversight, • Effective security-related errors and incidents reporting (both at regulatory and operational level), • Effective investigation of security-related events, • Consistent coordination of Regional Programmes, • Sufficient Number of Qualified Personnel, and • Use of Technology to Enhance Security. sustainable development and capacity building in aviation security – hb10/2007

Planning & implementation process • A step-by-step process : • Step 1: determine the subject for analysis, • Step 2: Identify key stakeholders, • Step 3: Outline the security strengths and enablers, • Step 4: Identify the existing and emerging risks/threats, • Step 5: Perform a gap (needs) analysis, • Step 6: Develop prioritized recommended actions, • Step 7: Develop an action plan proposal, • Step 8: Monitor execution; and • Step 9: Perform continuous evaluation. sustainable development and capacity building in aviation security – hb10/2007

Training – a tool for capacity building • ISD’s aviation security related activities • Develop Aviation Security Training Packages (ASTPs); • Provide support to Regional and Sub-regional Aviation Security Training Centres (ASTCs); • Conduct aviation security-related training, seminars and workshops; • Cooperate with academia in the provision of management level courses (Ex. Coordination and Cooperation • Objective:“To ensure that individual and collective security assistance programs lead to sustained improvements in the global aviation security network.” • Sharing information so that assistance programs of individual States are efficiently and appropriately focused. • To leverage State assistance activities and resources most effectively; prevent duplication of effort; and find synergy in activities. sustainable development and capacity building in aviation security – hb10/2007
