‘Coordinated Pilots’ - overview • Purpose: serve as showcase for international DRM community, in particular demonstrating a) the value of increased CEOS coordination in this area; b) the uniqueness of this contribution; c) benefits of closer ties to users; d) ease of access to data; e) potential for increased roles of space agencies in DRM in the context of post HFA initiatives. • Scope: • Based on thematic priorities; • Support full disaster cycle, with emphasis on risk reduction; • Build on existing initiatives when possible; • Tailored to specific geographic areas (resource constraint).
Coordinated Pilots: • One in each selected thematic area; • Start where possible from existing project – augment with linkages to other projects and voluntary contributions from other CEOS agencies; • Limited to three years; • Results to be showcased in context of World Conference on Disaster Reduction 2015 (post HFA)
Criteria For Pilot Content • User-driven: focus on strongest DRM needs • Philanthropic: focus on developing world • Political: focus on high-profile “showcase” projects to demonstrate success; highlight success of EO as applied to risk reduction as opposed to response, or as applied to full DRM cycle • Economic: focus on enabling EO application where sustainable paths are identified • Practical: focus on CEOS agency priorities and existing projects and build around these strengths; developing synergy between CEOS agency projects
Pilots vs Sustainable Services • Long-term goal to promote sustainable services for disaster risk reduction based on or integrating satellite Earth observations • Short-term goal to identify manageable and visable CEOS contribution to showcase how EO might be used effectively by DRM community • Linkages between pilots and sustainable services TBD, as is possible CEOS: 3-year pilots followed by CEOS decision on next steps at Plenary 2015
