Towards the adaptation strategyA long and winding roadSlovenian Environment Agency
Vulnerability recognized very early in some sectorsVulnerability assessment for agricultural sector: lead SEAFirst governmental initiatives already in 20022008 National adaptation strategy for agriculture and forestry adopted2010 action plan
National adaptation strategy for agriculture and forestry; 5 pillars:EducationKnowledgeCapacity buildingRegulationInternational
BeginningIs there climate impact? What kind of impact was detected? What to do? - learn more - adaptUpdate
Environment atlas – SEA providing GIS tool with many layers of information:Flood prone areasInfrastructureLand slide risk Water bodiesClimate.........New layers added whenever available
Use of existing information? Studies and research projects on impacts: narrow focused, mostly without policy-makers summary At national level very high awarenessabout climate change, BUTclimate change was/is associated mostly with GHGs emissions and international conventions/regulations
Several attempts at the Ministry of Environment and Spatial Planning to draft National Adaptation Strategy Focus on mitigation, insufficient coordination with other sectors/ministries
Governmental Office for Climate Changewas established in 2009
Law on Climate Change; based mainly on UNFCCCBoth mitigation and adaptationExclusively human induced climate change!?Single strategy for mitigation & adaptation – up to 2050Number of workshops with stakeholdersfocusing on different sectors
Workshop aim: Collect knowledge within the sectorState of the art: AdvantagesWeaknesses OpportunitiesRisksVisionExpected impactsRelevant documentsKey measures
Mainstreaming of adaptation, link with existing legislationSectors like energy, transport, industry... focus on mitigationHealth, Agriculture, Forestry, Spatial planning, Water management, Emergency response .... focus on adaptation, but different time horizons, different requirements
Common findings for several workshopsBetter climate scenarios neededResearchEducationCapacity buildingSustainable funds for measures
ForestryIdentified more or less the existing threats that are present and expected to intensifyDifferent time horizon (at least 80 years) – beyond the time horizon of NASBiodiversity preservation –main problem Variety of functions – strong role in mitigationMany stresses (insects, use (biofuels), species)Need for better scenarios, up to the end of centuryProtected areas (sufficient, but fragemented)
Health Identified more or less the existing threats that are present and expected to intensifyHeat wavesVector borne diseases recognized as problem, not only due to changing climate, but also due to globalization (tiger mosquitoes)Impact on air and water qualityFood quality (salmonella, impact of climate on food production, crop diseases, insects propagation)
Health - continuingNatural disasters – post traumatic syndrome, injuries, deathsPrevention is one of the priorities according to participants Economic crisis requires cuts also in the health systemAging population (more vulnerable, requires more health care)Awareness is rising Promote healthy living style, responsibility of individuals
Problems in common: Research is not coordinated well with policy makers’ needsResearch projects don't result in an easy understandable summary oriented towards the needs of policymakersCooperation between climatologists/meteorologists and other sectors should be strengthenedAll meteorological data are available free of charge, this should stimulate researchNot the case in many other sectors – data not available for free / not digitized / not collected
In 2011 the first draft of National mitigation & adaptation strategy - public consultation closed at the end of February 2012March 2012 Governmental office for climate change (GOCC) suppressed and integrated into new Ministry of agriculture and the environmentMarch 2012 GOCC issued Second draft of National mitigation & adaptation strategy named: Transition of Slovenia into low carbon society until 2050 strategyNow within the ministry coexist several groups of experts on climate change issues (adaptation)– reorganization foreseen
Second draft of National mitigation & adaptation strategy prepared by Governmental office for climate change before reorganizationTotal: 35 pages, 9 chapters 8th chapter on adaptation to climate change (2 pages!!) No comment!!!!!!
