A refugee is a person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country A person who is seeking to be recognized as a refugee is an asylum seeker.
Globally, about 17 countries (Australia, Benin, Brazil, Burkina Faso, Canada, Chile, Denmark, Finland, Iceland, Ireland, Mexico, the Netherlands, New Zealand, Norway, Sweden, the United Kingdom, and the United States) regularly accept quota refugees from places such as refugee camps.
The UN High Commission for Refugees counted 8.4 million refugees worldwide at the beginning of 2006.
