WHAT IS INSTITUTIONAL EFFECTIVENESS (IE)?. Peter Ewell (1985), a pioneer of Institutional Effectiveness in higher education, described IE as "a comparison of results achieved to goals intended." Many things in the IE community have changed and evolved since then, but this remains a good description of IE..

3. What is IE? (cont.) IE is a broad, overarching category that includes
institutional research (IR),
planning,
evaluation, and
policy analysis.
The Office of Planning and Institutional Effectiveness oversees the IE Process at TVCC; however, it is not the only unit responsible for IE.
IE is a part of the job of every TVCC employee!
4. There are three critical questions that each department must address:
--- What is our function?
--- How well are we performing?
--- What can we do to improve?
The structure we will use for this is outlined below.

Southern Association of Colleges and Schools Principles of Accreditation Core Requirement 2.5The institution engages in ongoing, integrated, and institution-wide research-based planning and evaluation processes that incorporate a systematic review of programs and services that (a) results in continuing improvement, and (b) demonstrates that the institution is effectively accomplishing its mission.
Comprehensive Standard 3.3.1The institution identifies expected outcomes for its educational programs and its administrative and educational support services; assesses whether it achieves these outcomes; and provides evidence of improvement based on analysis of those results.

Example of a cycle--Academic Year 2005-2006
Administrative Planning Unites shall have Administrative Outcomes for all programs approved by June 15, 2005 (Deadline Extended to July 15, 2005) (items 1-11)
Departments shall begin Ongoing Assessment of Administrative Outcomes from September 1, 2005 through August 31, 2006 (item 12 above).
Departments shall document the results of their Administrative Outcomes by September 15, 2006 (items 13-14 above).
Deans, in collaboration with Institutional Effectiveness, compile an annual Administrative Outcomes Report.
