Data Exchange and Traffic Information User Forum25-26 January 2001, Paris
Organisational Issues Michel Liger(CETE Méditerranée)Session 1A, 25 January 14:30
Outline of presentation • Introduction • Problems and analysis • Conditions of success • Conclusions
Introduction • The standard DATEX is ready • DATEX software is on the market • But establishing a data exchange link is very long: > 3 years in SERTI • What’s happening?
Problems encountered • Lack of commitment • No project management • Use of data not ready • Legacy systems not existing or usable • Technology is ready, not the organisations
Why? • Data exchange a challenge for organisations • new applications • new markets • new actors • Changes within/among organisations • Working in isolation no more possible • New questions: charging, PPP, security, etc. • And also many technical issues
Pre-requisites for a link • A real commitment • Clear view on the use of received data • -> Identified needs • Agreement on the use and payment of data • right of dissemination (where, charging) • payment of data, cost of telecom, no charge • Existence of a project for using data
How to set up a link • For both exchanging parties, a project • a leader • a budget • a time schedule • For the link, a project • a leader/budget/time schedule • plus a common working group
Legacy system Interface DATEX node Technical Aspects • Telecom issues may be tricky • Security to be investigated early • The interface: a major issue • In-depth testing of DATEX & other systems
Conclusions • R&D is easy • Computers are faster and faster • Deployment is real life, not R&D • So, let’s work hard and be patient… • And now let’s hear about other experiences ...while • Human organisations...
