  4. Identity management infrastructure • Civil registration • Legally recognized identity throughout life • Civil identification • Allows both the public and the private sector to reliably authenticate the identity of individuals in any transaction 4 01

  5. Identity data collected and retained in civil registers provides the most important proof of identity in the process of issuing official identity credentials such as an identity card or travel document linking identity information with a natural person. 5 01
