Determine the needs of citizens • In the ever-changing environment there is a need for SAIs to: Be transparent • Provide access to information • Promote citizens’ participation in the work done by SAIs to determine focus areas based on the citizens’ needs
Value and benefits of cooperation: SAIs views • Citizens recognise the SAI as an independent institution • Creates trust in and awareness of the work done by SAI • Assist in detection of corruption and other irregularities • Observation by citizens • Civil society organisations (CSOs) • Focus groups, professional bodies and reputable pressure groups • Insights for audit focus areas Effective and efficient cooperation • Positive impact on budgetary processes • CSOs are able to put pressure on executives to implement recommendations of SAIS Enhances control and oversight function contained in SAIs mandate • Expectations of citizens – incorporated in strategic, business and audit plans of SAIs
Challenges • Negative impact on reputation of SAIs • Selection of audits may be inappropriately influenced by individual interest • SAIs’ independence questioned due to CSOs’ political links • Limitation • Legal framework of SAIs prevents or limits cooperation • Lack of staff and financial resources • Request from citizens sometimes falls outside the mandate of the SAI • Expectations of citizens and unsustainable volume of requests • SAIs’ lack of knowledge in creating channels of cooperation to: • Receive complaints • Select agencies to be audited • Open up the audits for suggestions, proposals and comments
