Dec 2006/Beat Kuster China RoHS 9 Phases in the introduction of the CHINA RoHS (1): Marking of all of the products which are listed in EIP Classification and Explanations according to the document Marking for the Control of Pollution caused by Electronic Information Products. The products must be marked/labelled differently: If the product is free of hazardous substances according to article 3(4) or the product does correspond with the category EIP A, B or C then Label_1 can (must not) be used. (? There exist still different interpretation about this point!) If the product does contain hazardous substances according to article 3(4) then Label_2 must be used. The ESUP "Environmental- Friendly-Use Period of EIP" must be specified. Additionally the hazardous substances must be listed in Chinese writing according to the following example on the product or manual (see article 13).

Dec 2006/Beat Kuster China RoHS 20 Definition of compositional unit Category EIP-A: Homogenous Materials in EIP Category EIP-B: Metal coating of components in EIP Category EIP-C: Mini-components or materials in EIP, which cannot be further dismantled by using existing conditions. Usually, they are products, with a specification of less than or equal to 1.2 (4) mm3.

Dec 2006/Beat Kuster China RoHS 21 Requirements for concentration limits (unit is weight percentage [wt%]) EIP-A: The content of lead, mercury, hexavalent chrome, PBB and PBDE (excluding decabromodihpenyl ether) should be less than 0.1% and the content of cadmium should be less than 0.01%. EIP-B: Such hazardous substances as lead, mercury and hexavalent chromium should not be added intentionally. EIP-C: The content of lead, mercury, hexavalent chrome, PBB and PBDE (excluding decabromodihpenyl ether) should be less than 0.1% and the content of cadmium should be less than 0.01%.

Dec 2006/Beat Kuster China RoHS 24 Article 11: marking of Environmental-use period The producers and importers of EIP shall determine the term of “Environmental-use period” for their products by themselves. The producers and importers shall mark the term of “environmental-use period” on their EIP produced or imported thereby. If, due to size or function limitation of the products, they are impossible to mark, this information may be provided in the product manuals. The format and methods for the above mentioned marks shall be uniformly specified by the Ministry of Information Industry in consultation with the relevant authorities of the State Council.

Relevant industry organizations may develop advisory opinions on the term of “environmental-use period” of EIP according to the level of technological development.

The format and methods for the above mentioned marks shall be uniformly specified by the Ministry of Information Industry in consultation with the relevant authorities of the State Council. Dec 2006/Beat Kuster China RoHS 28 Article 14: Packaging of EIPs When making and using packaging for EIPs, producers and importers of electronic information products shall, in accordance with the industrial standards or national standards for pollution control of electronic information products, use non-toxic, harmless, readily degradable and recyclable materials. Producers and importers of electronic information products shall mark the names of materials on the packaging of their products; if, due to size or functional limitation of the products, they are impossible to mark, this information shall be provided in the product manuals.

Dec 2006/Beat Kuster China RoHS 29 Article 14: Packaging of EIPs (continued) The format and methods for the above mentioned marks shall be uniformly specified by the Ministry of Information Industry in consultation with the relevant authorities of the State Council. The format and methods shall be in accordance with the industrial standards or national standards for pollution control of electronic information products.

Dec 2006/Beat Kuster China RoHS 30 Article 18: Definition of "Key Product Catalogue" After consultation with the National Development and Reform Commission Ministry of Commerce General Ministry of Customs General Ministry of Industry and Commerce General Ministry of Quality Supervision, Inspection and Quarantine and State Environmental Protection Administration the Ministry of Information Industry shall formulate and regulate the “Key Product Catalogue” on pollution control of EIPs. The “Key Product Catalogue” consists of a list of EIPs and a list of pollutants in electronic information products together with their time limitation of use and follows the formulation principle for annual additions, according to practical condition and development of technology.

Dec 2006/Beat Kuster China RoHS 31 Article 19: certification administration for "Key Product Catalogue" The National Certification and Accreditation Administration shall, based on the relevant laws, carry out compulsory certification administration for products fall into the “Key Product Catalogue” on pollution control of EIPs.
