Adopted by the EC on 26 Nov 2008 and endorsed by the EU Council on 11-12 Dec 2008 Includes ‘smart investment’ in research ‘To support innovation in the manufacturing, construction and automotive sectors, which have recently seen demand plumet as a result of the crisis and which also face significant challenges in the transition to the green economy…’ Three Public-Private Partnerships (PPPs) Objective: to promote the convergence of public interest with industrial commitment and leadership in determining strategic research activities Recovery Plan

The 3 Public Private Partnerships (PPPs) research activities: “Factories of the future” initiative Total costs: € 1.2 billion “Energy-efficient buildings” initiative Total costs: € 1 billion “Green Cars” initiative Total costs: € 1 billion Funding by European Commission: ~50% Budget committed over 4 years (2010-2013) Recovery Plan

Public-Private Partnerships • Involvement of industry in the planning and implementation • Quick response needed: impliesuse of existing instruments • 7th Framework Programme • Strategic Research Agendas developed by industry in the European Technology Platforms • Implementation approach: • In 2009, cross-thematic calls for proposals under FP7 • In parallel, exploration of further calls and other options for longer term, e.g. Joint Technology Initiatives

For industry: Why a PPP ? • Industry wants leading role in defining research priorities, time lines, and rules and to be involved in programme implementation. • Multi-annual integrated Work Programme with pre-defined budget, ensuring a long-term continuity in the implementation of research strategies. • The activities go from basic and applied research through to industrial pilots and large-scale demonstration. More emphasis on impact. • Increased use of SME-friendly research instruments

Key Players • PUBLIC: • THE EUROPEAN COMMISSION • PRIVATE: • Large Companies: • DAIMLER, SONAE, ALSTHOM, SIEMENS, DANFOSS, COMAU, IDEKO-MONDRAGON, ABB, ROLLS-ROYCE etc. • Large Industrial Associations representing SMEs: • ORGALIME, VDMA, AGORIA, FIM, TEKNIKFOERETAGEN etc. • European Technology Platform: • Manufutureumbrella: over 100 organisations, from more than 20 countries, incl. large OEMs, SMEs, Industrial Associations, Research Institutes, Universities – linked to other ETPs

Challenges • The crisis is severely affecting the manufacturing sector • Manufacturing is a pillar of the European economy • 28 % of the persons employed in the EU • 32 % of the value added in European GDP • Manufacturing activity has a big environmental impact • 28 % of the total energy consumption • 33 % of the overall waste generated

  9. Developing enabling technologies to support EU manufacturing industry across many sectors, to adapt to global competitive pressures by boosting their technological base. 25 industrial sectors, largely dominated by SMEs Objective

Expected results • Sustainable Manufacturing • quiet, clean and safe green production machines • Intelligent Manufacturing • intelligent machines capable of interacting with operators, self-monitoring and self-correct smart production lines • High quality and high performance manufacturing • towards 0 defects, lean and adaptive manufacturing processes • Manufacturing processes for new materials • light-weight/high-performing materials and micro/nano manufacturing (‘portable factory’)

Challenges Responsible of EU energy consumption 40% • The present rate of construction of new buildings is below 2%, destruction rates are even lower, in the range of 0,5%  Refurbishing is key!!! • Big sector (32 million jobs) heavily effected by the crisis • Citizens energy use to be reduced by 20% by 2020 (lower energy bills!)
