NLC Background The National League of Cities is the oldest and largest national organization representing municipal governments throughout the United States.  Its mission is to strengthen and promote cities as centers of opportunity, leadership, and governance. NLC works in partnership with the 49 state municipal leagues. NLC advocates for cities and towns, strengthens leadership skills, and provides opportunities for involvement and networking

YEF Institute Background Launched in 2000, the Institute for Youth, Education, and Families (YEF Institute) recognizes the unique and influential roles that mayors, city councilmembers, and other local leaders can play in addressing: • Education • Early Education • Afterschool • Family & Economic Success • Violence Prevention • Black Male Achievement • Disconnected Youth • Childhood Obesity • Youth Civic Engagement YEF Institute manages peer learning networks, provides technical assistance, and holds national convenings for city leaders.

NLC Postsecondary Success Initiatives Communities Learning in Partnership (CLIP) Launched in 2009 and concluded earlier this year, CLIP was a multi-year initiative that supported and accelerated efforts of city leaders, community college and other postsecondary institution leaders to implement strategies to increase attainment of postsecondary degrees or credentials by low-income students. Begun with a 9-month planning phase, CLIP was supported by the Bill & Melinda Gates Foundation. CPA cities in CLIP: Boston, Dayton, Louisville, Philadelphia

NLC Postsecondary Success Initiatives Municipal Leadership for Postsecondary Success (MLPS) Since 2010, the Municipal Leadership for Postsecondary Success initiative has stimulated and supported local collaborations to increase the rate and shorten the time within which residents finish higher education with a degree, certificate or other credential. The second phase of this project has focused on strengthening cities’ capacity to achieve significantly improved postsecondary completion results in collaboration with school districts, colleges, universities and other key local partners. MLPS is supported by the Lumina and Kresge Foundations.

Municipal Leadership for Postsecondary Success MLPS is focused on strengthening cities’ capacity to achieve significantly improved postsecondary completion results in collaboration with school districts, colleges, universities and other key local partners. Through this initiative, NLC is: • Assisting cities in constructively engaging businesses, philanthropies, and other partners; • Highlighting city engagement strategies that have been most effective; and • Building consensus around key measures for assessing the progress of place-based college completion efforts.

  7. Municipal Leadership for Postsecondary Success MLPS: Technical Assistance and Peer Networking • CAPS (Cities Advancing Postsecondary Success) is a technical assistance project with 8 cities. TA consists of: • Individual monthly partnership team conference calls (update/troubleshoot) • Topical cross-site calls and/or in-person meetings • Site visits • Best and promising city practices dissemination • Brokered access to national experts • Development of data indicators and metrics (setting tangible goals and accountability) CPA cities in CAPS: Houston, Louisville, Memphis, San Antonio

Municipal Leadership for Postsecondary Success MLPS: Technical Assistance and Peer Networking • P-SCAN (Postsecondary Success City Action Network) is a peer learning network designed to help mayors’ senior staff as they lead efforts to promote postsecondary access and completion. • Monthly conference calls/webinars for cities to share strategies, challenges, and hear from experts in the field • Annual in-person meetings • Currently includes 19 cities CPA cities in P-SCAN: Houston, Louisville, Memphis, Pittsburgh, Providence, San Antonio
