EEB -EUROPEANENVIRONMENTAL BUREAU • EEB was created in 1974 torepresent ENGOs’ interests vis-à-vis the EU Institutions • It is a federation of more than 140 environmental citizens organisations based in almost all EU Member States, potential new Member States and a few neighbouring countries. • Main bodies: AGM (Annual General Meeting), Board, 1 Board Member per country where EEB has a full member European Environmental Bureau Bureau Européen de l’Environnement

  2. EEB’s Mission statement EEB is the environmental voice of European citizens, standing for environmental justice, sustainable development and participatory democracy. We want the EU to ensure all people a healthy environment and rich biodiversity. European Environmental Bureau

EEB’s Long term strategy EEB work is a combination of reactive and proactive activities These are some of EEB’s policy aims for the next five years: • Sustainable development strategy within EU policy • People and planet focused EU-2020 strategy • EU financial perspective which supports environmentally sustainable development and social cohesion • A 7th environmental action programme • Reduction of greenhouse gas emissions, 40%target by 2020 • Halt biodiversity decline and increase ecosystem resilience by 2020 • Set absolute limits on resource use and reduce eco-footprint by 50% by 2020 • Strengthen public health protection (REACH, IPPC, nanotech; etc) • Fully integrate sustainability and environmental concerns into EU's external trade policies European Environmental Bureau

Priority setting Issues covered are a mix of • Reactive - Proactive / agenda setting • Horizontal - Sectoral Some selection Criteria: - Issue’s impact on the environment, for citizens’ rights - Chances to make a difference • Members’ priority, member expertise - Niche for the EEB or is it covered by others European Environmental Bureau Bureau Européen de l’Environnement

Some EEB priority areas 2013 Sectoral: Climate – Energy – F-gas Nature - Biodiversity Agriculture - Soil Chemicals – zero Mercury - Pesticides - Nano Water Air – Fuel quality of ships Waste – Product Policy - Resource Efficiency Noise Horizontal: Sustainable Development, EU2020, RIO+20, 7EAP Better enforcement, EIA, SEA, ELD, complaints procedure Aarhus, Good Governance European Environmental Bureau Bureau Européen de l’Environnement

How can we lobby – make a difference? … always in close cooperation with our members! • Close cooperation with our members, work at EU+national level • We have to know the system • Competences of EU Institutions, decision-making procedures, voting systems, the most important Treaty articles • Be aware of the work programme, important deadlines, people in charge, road map etc • Get information and draft texts as early as possible • Collect background information, reports, eg WHO, EEA, OECD • Establish personal contacts with the officials in the different institutions (to know the ‘right’ people is crucial) … stakeholder meetings, seminars, elaboration of positions papers, letters, press releases, voting recommendations …at national and EU level Key words for our work: CREDIBILITY, transparency, fact-based information, timely input EEB has managed to become a respected partner and a valuable source of information European Environmental Bureau Bureau Européen de l’Environnement

EU Presidencies Currently: Ireland 2nd half 2013: Lithuania 2014: Greece and Italy Role of a Presidency: • Agenda setting (with both options – pushing for progress - delaying issues) • Chair of meeting • Convene working groups • Sound out the flexibility of MS • Prepare and negotiate compromises European Environmental Bureau Bureau Européen de l’Environnement

Special EEB Publications • Memorandum with 10 tests, right at the beginning of the Presidency • Assessment of the Presidency on basis of the 10 tests • Letters to the ministers prior to the Environment Council meetings and on broader issues prior to EU Councils • Letter to the Troika of Presidencies • Or letter with priorities for a calendar year And also • Articles in Metamorphosis • Press Releases European Environmental Bureau Bureau Européen de l’Environnement

EEB meetings + NGO participation in official meetings Starting already 1 year ahead • Meeting with Environment Minister and cabinet, EEB Secretary General and or Board and possibly other national NGOs • Pre-Presidency workshop or seminar inviting the Environment Minister • SG is invited to informal Environment Council • G10 meeting prior to Environment Council • NGO participation in official meetings, working groups in preparation of presidency • Often seminar and Board meeting in country that has the Presidency European Environmental Bureau Bureau Européen de l’Environnement
