Application Items • All applications submitted have been reviewed. • Not all applications have been approved. • A few districts have not submitted applications Most common items requiring “needs more work”: 1.Unallowable activities/expenditures 2. Incomplete sections 3. Inconsistent information from one section to another 4. No response from districts regarding request to discuss application 5. Application plan does not reflect budget page 6. Title III PD requirement: building capacity of teachers and para- educators in language development

Migrant Allowable Services “Services” (instructional and support) are those educational or educationally related activities that: (1) directly benefit a migrant child; (2) address a need of a migrant child consistent with the SEA’s comprehensive needs assessment and service delivery plan; (3) are grounded in scientifically based research or, in the case of support services, are a generally accepted practice; and (4) are designed to enable the program to meet its measurable outcomes and contribute to the achievement of the State’s performance targets. • Instructional Support • After School extended hours • Summer Programs • Health & Social Support Services • In-home Programs • Advocacy • Enrichment/Extended Learning • Preschool • Kindergarten Readiness Academies • Student Leadership
Migrant Allowable Activities (not considered “services”) • Identification and recruitment (required) • Parental involvement (required) • Program evaluation (required) • Professional development (required) • Administration of the program
State Transitional Bilingual Instruction Program (TBIP) • Allowable activities: • Salaries for teachers and instructional support staff providing TBIP support services • Cannot be used to fund teacher salaries in bilingual programs where the bilingual teacher is the student’s basic education teacher, e.g. dual language program. • Professional development training for administrators, teachers, counselors, and other staff on bilingual program models, and/or district's alternative instructional program, appropriate use of instructional strategies and assessment results, and curriculum and instructional materials for use with culturally and linguistically diverse students. WAC 392-160-010 • Substitute costs for teachers on leave for ELL-specific professional development
State Transitional Bilingual Instruction Program (TBIP) • Allowable activities (continued): • Instructional materials specific to English language acquisition • Curriculum development specific to English language acquisition • ELL parent involvement and literacy activities • Translations and interpretations specific to TBIP program and services • Costs associated with annual program evaluation. • WLPT-II Placement Test for screening potentially eligible ELLs and costs related to the annual WLPT-II test administration
Title III Allowable Activities: • Professional development trainer specific to ELD • Salaries for teachers and instructional support staff for extended day and extended year only • Professional development specific to the needs of ELLs • Instructional materials specific to the needs of ELLs • Curriculum development specific to the needs of ELLs • ELL parent involvement and literacy activities • English language proficiency assessments for Title III eligible Native American students (WLPT-II Placement Test and annual WLPT-II)
Title III Allowable activities (continued): • Annual WLPT-II costs for ELLs score reports • Substitute costs for teachers on leave for ELL-specific professional development • Stipends for teacher time, outside of contractual hours, spent on ELL-specific professional development activities • Tuition support for teachers or instructional support staff working towards ELL and/or Bilingual Ed. endorsements or teaching certificates • Costs associated with annual program evaluation
FUNDING • Essential that funds are expended during the school-year for which they are granted (partially-funded grant applications are acceptable). • Title III/Immigrant 2008-09 funds must be spent down by March of 2010
FUNDING • A grantee under federal programs must provide the following allowable services: • (1) Implement the project described in its approved application, and • (2) Expend the funds in accordance with the terms of the approved budget (34 CFR sections 75.234, 80.20, and 80.22). • OMB Circular A133
Budgets and Program Revisions • Funds can not be expended prior to submission and approval by OSPI. • Any equipment and software purchases should include an explanation. • Check to make sure that the funding source allows purchase of equipment. • Need the Comments section completed. • (helps facilitate the approval process)

Supplement vs. Supplant • State and local funds must be used for all activities that are a district responsibility • A district is responsible for all school operating requirements under state and local laws or policy
Supplement vs. Supplant • Cannot use federal funds to pay for services, staff, programs, or materials that would otherwise be paid with state or local funds. • Always ask: “What would have happened in the absence of federal funds?” • Easy tip: • Supplement means EXTRA • Supplant means REPLACING
Title III Guidance on Supplement/Supplant • Supplement/Supplant decisions are very fact specific: • Is the instructional program or service provided to all students? • What does the district do to meet the Laurequirement? • What services are required by otherFederal, State, and local laws or regulations? • Was the program previously providedwith State, local, and Federal funds?
Title III Guidance on Supplement/Supplant • Child care—Not Allowable • Special conditions: extended instruction provided • Food—Not Allowable • Special conditions: parent engagement (i.e., teaching parents healthy menu planning, mathematical fractions, etc).

Data and Information • Review previous webinars, posted on the Migrant/Bilingual webpage, under “Trainings/Workshops”. • TBIP data entry due the 15th of each month
WLPT-II Annual Test Window for 2009-2010 • The WLPT-II Annual Test window will be as follows: • Regular Testing Window from 2/8/10 to 3/5/10 • Makeup Testing Window from 3/8/10 to 3/12/10 • Designated pick up dates: 3/12/10 and 3/19/10 • There will be no May Test window.
