Eco-Town Project Background • Zero Emission is an interdisciplinary practice-oriented approach aiming to support the development of our highly resource-consuming society into a sustainable society. To secure the support of all groups and players in society, Zero Emission has to create a all-win situation (source: the Zero Emission Initiative of Fraunhofer ICT, University Stuttgart IKP and PE Product Engineering Ltd. ) • In order to promote “Zero Emission” Ministry of Economy, Trade and Industry (METI) initiated <Eco-Town Project> in collaboration with Ministry of the Environment (MOE) in 1997 under the policy on recycling

  4. Eco-Town Project Objectives • To accelerate regional development through the promotion of environmental industry on which the municipalities have cumulated advances • To construct environmentally harmonized closed loop system involving public sector, consumers, and industries

Eco-Town Project Overview • Municipalities prepare Eco-Town Plan to be approved by METI and MOE • Two type of subsidies to promote closed loop system 1) Subsidies to support facilities for waste management and recycling e.g. plastic bottle recycling, automobile recycling, waste neutralization system 2) Subsidies for the programs e.g. marketing for eco-business, ,seminar organization, information sharing

  6. Eco-Town Project As of November 2004, the government approved the Eco-Town Plan from 23 municipalities Kitakyushu Eco-Town Plan was approved in July 1997

Eco-communityTown of Tachikawa Background • Geographical characteristics: close to the Ocean, surrounded by mountains Create strong wind which causes severe damages on agricultural products, especially on rice crop which is the major industry of the town • Changing the view point 1) Utilization of the annoying natural phenomenon to generate environmentally friendly energy 2) Adopt “wind” as key word for community development

  12. Eco-communityTown of Tachikawa Wind Power Generators • Started operations with 3 windmills in 1993, currently 11 windmills are operating • Generating approximately 12,670,000 KW. That is equivalent to about 57% of energy use of the town • With Financial supports from New Energy Industrial Technology Development Organization (NEDO) • Windmills became a symbol of the Town

  14. Eco-communityTown of Tachikawa Compost Generation Center • Operation started in April 1988 • Usage of organic waste from household, livestock feces, and rice chaff • Demand of compost has been increased in response to growing organic farming • 1,400 ton/year

Utilization of environmentally friendly energy (local actions against the global warming) 4. Creating of closed loop systems (zero emission for rural area)

Points to be examined • Consideration of significant aspects/specific conditions that country face • Usage of applicable/suitable technologies for the country and/or city • Taking geographical characteristics into account • Involving all stakeholders (governments, business sectors, schools, households) • Estimation of costs in a mid- and long term • Looking at a problem from different point of view
