Budget Allocation for Recovery/Reconstruction • Total estimated cost of damage: 16.9 trillion yen • Recovery/Reconstruction Budget: 19-23 trillion • Initial budget allocation (FY2011): 14.9 trillion • Executed budget (FY2011): 9.05 trillion (60.6%) Very slow recovery & reconstruction for coastal protection, permanent houses, and town rebuilding
Budget Allocation for Infrastructures • Estimated public civil engineering & agricultural structures damage • Iwate Prefecture: 0.77 trillion yen • Miyagi Prefecture: 2.21 trillion yen • Fukushima Prefec.:0.59 trillion yen • Total: 3.57 trillion yen
Budget Spending for Infrastructures 44% of allocated budget is carried over to FY2012. 17% (6560 billion yen) is found unnecessary.
Problem of Coastal Protection • Design height based on Level 1 & 2 tsunami • Level 1 tsunami: 10-100 years • Level 2 tsunami: very infrequent one • Design height for Level 1 has been revised (mostly increased).
Proposed Height for Seawalls in Iwate Pref. previous newly proposed 2011 GEJET
Difficulty in public acceptance on newly proposed seawalls • Can coastal city & town accept 15m heigh concrete seawall built in front of town facing the sea? • What is the effect of concrete wall on the environment, especially of biodiversity? • In future, only concrete wall will be left without residences to protect?
Conclusions • No solid agreement reached yet between local government & affected coastal communities on the reconstruction height of seawall. • Without agreement on the seawall height, it is difficult to implement a new town or city planning with disaster risk reduction. • However, the time for recovery/reconstruction budget spending is limited.
