Empowering Citizens Directly:Using ICT to Promote Accountability Procurement Monitoring in the Philippines: Geo-referencing and Crowd Sourcing The Bolivia Experience: Geo-referencing Pilot program with the Department of Education: textbooks, school furniture, construction of school buildings • Geo-referencingcan increase accountability in development and improve project quality by: • Linking projects to demographic data to show poverty impact (Bolivia) • Providing citizens with data on location of development projects, so they can visit sites • Ultimately, allowing citizens to upload data on project quality as part of supervision Leverage to adapt to the Road Watch program with the Department of Public Works and Highways: road construction & maintenance New collaboration with AFR: pilot plans in DRC
