Observatory for budgetary issues on infants and youths. • Measuring & Monitoring (MEMO) the Government. • National System of Public Investment.

  3. Objective Study To evaluate the feasibility to move towards an outcome based management through the future implementation of the Result Based Budget (RBB). To use the RBB methodology to visualize the pending agenda of State Reform in social sectors. Advocacy To empower Civil Society Organizations and Community Based Organizations in the understanding of the RBB and in the use of this tool to monitor public policy and the implementation of State reform.

  9. Example of the application in Health • Objective-Result: Maternal mortality actually correspondence to a high national priority, all stakeholders agree. But money does not go where it is needed, high inequality. RBB would help to identify what is failing in the system. • Causal model: main variables considered appropriate like “births attended by professionals” and “x number of pre natal controls”. It fails to consider the use of “oxitocina” as main pharmaceutical input to prevent hemorrhages. The analysis will be based on empirical evidence and previous research.

Example of the application in Health • Indicators and sources of information: Will use indicators that come from national surveys, fails to use triangulation cross checking with administrative data at the level of first line-providers. • Assumptions and incentives: No discussion at all. The model still lacks the relation between outcomes and the level of responsibility.

  11. Recommendations Related to civil service and management model at the front line service provider. Head doctors should have more authority over Human Resources and be able to buy extra pharmaceutical inputs that is needed to respond to the expected results. Move from a “budget organization” to a “corporate or privatized organization” (Manning). (Experience in Peru about Local Council of Health Administration, CLAS) . Related to the financing of the strategy. Related to the whole procurement process and use of pharmaceutical inputs. Related to the information systems supporting the RBB. Related to whole set of incentives in the system: Bonuses, management agreement contracts, merit system.
