Smarter Greener Learning The PSBA co-location facility Stephen Frith PSBA Commercial Manager
Topics • A quick overview of the PSBA programme • Some detail of the PSBA co-location facility that is being developed • Green considerations for data-centres in future and the Welsh Public Sector data-centre strategy • Open questions and conversation
What is PSBA? • Public Sector Broadband Aggregation • A fully cross sector collaborative programme • A physical communication network, shared by the public sector in Wales • An enabler: • Same physical infrastructure • One less barrier to controlled information sharing • Different sector representation in the same room • A new way of working: • Cross sector governance • Cross sector funding model • A Platform for shared services
PSBA services • Current: • Connectivity services • Technical wide area network design support • Filtered internet access • In development: • Telephone services • Video services • Data centre based services • Requested • Enhanced internet filtering • Email filtering • Longer term vision • Cloud computing • Unified communications
The PSBA co-location facility Final commercial arrangements still pending. Subject to satisfactory resolution: • 60 racks • Connected to PSBA Network (so to all public sector offices) • 7.3Kw per rack • n+1 resilient power • n+1 resilience for cooling • Security • Internal secure shell (Modusec by Remtec) • CC TV and 24hr staffed facility • Electronic access control – room and rack • Power usage effectiveness (PUE) target under 1.5 • Free cooler unit (starts to reduce burden at 19˚, free under 7˚) • Hot air containment (full segregation and brush strips and blanking panels) • Settings: inlet temperature 24˚
External experts • Supplier expertise • Capitoline • Workspace Technologies Ltd
Making it green • Include sustainability in the evaluation criteria • Balance higher cost with lower PUE • Shared by the public sector • Increase utilisation (fill it quickly) • Reduce number of smaller facilities • Re-use of existing building • The balance of power demands, power provided (per rack), cooling technologies and size • The cost per Kw versus number of racks • The balance point is constantly moving
An all Wales public sector strategy • The UK data centre strategy • http://writetoreply.org/govictstrategy/ • 10 to 12 secure, resilient services • Welsh input being developed • PSBA approach • A path to aggregation • 6 to 10 network attached facilities • Virtualised data-centres • Opportunity for further consolidation
