The Northwest Parkway: Location & Overview • 9 miles, 75 miles per hour limited access highway forming the NW part of the beltway that connects US36 to I-25 and provides access to E-470, Broomfield and US287 with a 99 years concession agreement (2007) • Toll collection system includes one mainline toll plaza and 4 toll ramps, using GO-PASS (License Plate Toll) or EXpressToll (tag) • The Parkway covers 23 Bridge structures, 3 Interchanges (I-25/E-470, Sheridan, US287), 1 Maintenance yard and 1 Admin. All Electronic Tolling In 2008, NWP decided to replace and reengineer its Toll System Major drivers: • Supplier independence and system conversion facing equipment life-cycling (opportunity) • Maintain interoperability with contiguous toll roads • System flexibility and modularity • Sustainability (Environmental beneficial “non-stop tolling” – emissions reduction) • Cost Efficiency • Customer Convenience (no need to carry cash or exact change, no need to stop, new payment options)
All Electronic – Moving to the Future of Tolling Implementation: • Lanes were converted to all electronic with enhanced photo tolling capabilities (front and rear cameras) • Vehicles equipped with transponder are charged through EXpressToll tag and all the others through photo toll (GO-PASS) • Eliminate cash collection and maintain State tolling interoperability • Brisa and GO-PASS Mobility Services jointly developed and deployed a new Toll System capable of full “cashless” operations and challenged by the need to replace lane equipment’s • The new Toll System maintains the 915 MHz antennas, keeping the interoperability at the ETC level (transponder) with other road operators • A new brand and logo was created to establish and market the new photo tolling payment option, the GO-PASS TM brand
NWP on the forefront of US interoperability… Automatic Vehicle Identification (AVI) upgrade – enhancement allowed NWP to read the new 6C sticker tags while maintaining full interoperability with EXpressToll Reliable and efficient new technology – the goal is to increase the penetration on tag account users while significantly reducing the cost of the tags • More importantly - it prepares the NWP for the future of US Interoperability • “Cheap 6C sticker tags are the most feasible technology route to national toll interoperability by the 2016.” EXpressToll Facts: • NWP accepts EXpressToll, accounting for about 68% of total traffic • Users do not have to replace their existing tags as they will continue to be fully functional until the end of its useful life
Enhanced mobility, convenience and safety… MOBILITY: In 2012, the maximum speed limit was raised from 70 to 75mph(maximum speed allowed in Colorado). This change further enhances the convenience of the Parkway, while maintaining high safety travel in comparison with other roads SAFETY: In spite of traffic increase, particularly in most recent years the number of accidents remains very minimal

GO-PASS solution benefited from BRISA’s +40 years experience… Northwest Parkway Volume (2014): GO-PASS solution was developed to offer choice to customers. Its embedded features enable customization with the capability of: • Setting price/fee schemes – AETC involves some uncertainty so it’s important to be able to adapt in order to tackle the risks and offset costs • Empowering customers to manage accounts while offering choice and the same functionalities as a typical ETC account based solution - Online access; vehicle bundling; billing options; account management; etc. • Scalability - Allow for progressive but sustainable deployment. Start small and grow bigger with minimum investment • Sleek branding with a dedicated website (GO-PASS). One that can be easily recognized and browsed, especially by infrequent users • Over 1.9 million GO-PASS transactions • Almost 3 million transaction-images reviewed* • 725k toll bills mailed (includes late bills and receipts) • 375k GO-PASS payments (excludes collections) • 226k GO-PASS accounts created GO-PASS Customer Base (as of May 2015): • About 344,422 active* accounts with 458,420 vehicles • About 6k GO-PASS Auto-bill accounts • About 21k GO-PASS accounts setup with email billing ** - active accounts: with one or more transactions in one year * - Some ETC transactions go through image review (e.g.: rentals) www.go-pass.com
Fully functional and defect-free infrastructure… The Concession Agreement requires the oversight from a 3rd party Independent Engineer accepted by the parties to run periodic monthly inspections to the infra-structure (roadway and facilities) and toll system The 2014 Annual Inspection reported only minor deficiencies and noted an overall conformity to the safety condition of the entire facility Noteworthy statistics from the 2014 annual report: • The 80 inspected categories averaged a score of 4.94 out of 5.00 • Full Compliance with no category 1 defects Definition of an Inspection Score = 5 is “…target for individual element is almost entirely met…and the element is fully functional…and meeting or exceeding performance expectations” Category 1 defect definition: is a defect that presents an immediate hazard to users
The concessionaire works diligently and proactively to maintain all infrastructures in full compliance… • Timely response to lighting repairs throughout roadway • Native strip mowing as necessary so as to only mow along the roadside and encourage stronger vegetation growth • Repair damaged guardrail sections within 1 week of damage • Crack sealing of all asphalt ramps and adjacent frontage roads • Maintain a strong delineator repair / replacement program to ensure safety for road and bridges • Roadway striping along ramps and frontage roads • Repeated inspections of all drainage pipes under and adjacent to the roadway • Repeated inspections of all buildings and assets • Elimination of shoulder pavement drop-off areas • Bridge rail painting • Insure proper and useful roadway signing
Sustainability : reduction of the project’s footprint and increase public acceptance • Solar Project • In 2011 the Concessionaire entered into a Power Purchase Agreement (PPA) to install Photovoltaic Solar Arrays at no cost, for a reduced electric rate • The project is comprised of 7 individual systems (totaling 62 kW) along the Parkway (estimated investment of about $350k) • The project was fully funded by Renewable Energy Credits (RECs) generated and incentives offered by Xcel Energy • Estimated energy cost savings of $165,000 during the 20 years term, assuming a 4% CARG on the electricity price
