Stakeholders Terms of Reference - BOD Goals Terms of Reference (MOA) GCOOS Stakeholder Council Once potential users and stakeholders for GCOOS have been identified, a Stakeholder Council will be established to ensure that GCOOS is developed with user benefits in mind. Stakeholder Council members will be appointed by the GCOOS Board of Directors and will reflect the broad spectrum of users and stakeholders interested in the products of ocean observing systems. The Stakeholder Council will provide advice on policies, identify potential new audiences for data and products, provide input to improve data and products, assist or advise on ways to support the activities and enhance the national resources of the National Federation of Regional Associations, and suggest improvements in disseminating data and products to users and decision makers. They will advise on other matters as may be requested by the GCOOS-RA Board and Committees. The chairperson and other officers, as may be determined to be necessary by the Council members or the Board of Directors, will be elected by the Stakeholder Council members through an election organized by the Membership Committee. At least one member of the Board of Directors shall serve on the Stakeholder Council.

Stakeholders Council 2006 – A year of strengthening the organization and advocacy of GCOOS What we would like to achieve with the council members: - Familiarization with the parts of GCOOS that you may not know. - Examine existing GCOOS data and products to form recommendations that will expand user groups. - Examination of GCOOS data/products to identify gaps in present activities in order to meet future needs. - Emphasize stakeholders role in building GCOOS advocacy & relevancy within your spheres of influence.
Stakeholders Council – Board Recommended Goals Goal: Identify a mutually acceptable communications plan Goal: Define a list of council advocacy activities directed toward building user community awareness of and use of GCOOS data and products Goal: Develop Council ideas on building advocacy for GCOOS within the GOMEX – local, state, etc. Ideas on publicity, communications and public affairs Goal: Set some targets for examination of existing GCOOS data and products for relevance, comment and potential improvement. (focus on what’s available)

Stakeholders Council – Board Recommended Goals Goal: Actively develop council member thoughts, ideas, and comments concerning how to achieve progress in 2006 (how to build linkages with activities, and individuals that should be a part of GCOOS Goal: Identify critical communication pathways and vehicles we need to reach stakeholders that are not web-based.
Stakeholders Council – Board Recommended Goals Stakeholder Workshops for 2006: Fisheries – commercial and recreational storm surge and flooding, emergency management energy management maritime transportation – shipping, port authorities, pilots, etc. recreational boating water quality Goal: Stakeholder council members help define stakeholders (user groups) that may, or may not be identified by the above. Goal: Identify how stakeholders and user groups can best be approached to both participate and potentially support GCOOS pilot projects.
