SAT Aduanas Commercial Vehicle & Port Project License Plate Reader & Container Code Reader – Proof of Concept Presented to: US Customs and Border Protection August 2015
SAT Commercial Vehicle & Port POC License Plate Reader & Container Coder Reader
Nuevo Laredo, Mexico - POC Commercial Vehicles • A front and rear LPR-HR system, a Driver Imaging system and a Scene Camera were installed on 11/15/2013 • The equipment was demonstrated for over 30 days at the Nuevo Laredo, Tamaulipas Commercial Cargo Port of Entry in lane number 4
LPR-HR was Utilized for this POC • The LPR-HR is a high resolution, high performance License Plate Reader with a wide Field of View (FOV) of 15ft • LPR-HR is installed at some US CBP outbound lanes and commercial vehicle applications • Retro-reflective/non-retro-reflective • Stacked and half-size characters • State/Provincial & Country ID • Multiple plates per vehicle • 24/7, any weather condition • -40°C to +70°C
Typical LPR-HR Performance • 95% ENTIRE license plate read accuracy • Vehicle detection is independent of condition of license plate • (99% vehicle detection accuracy) • 98% State/Provincial & Country ID • >99% character identification • Images have high contrast and no motion blur
What the LPR Reports • For each vehicle passage, the following information is provided via a TCP/IP Socket connection: • Unique transaction ID • Date and Time of Transaction • License Plate (WJ47571) • State ID (TA - Tamaulipas) • Confidence Factor • LPR Image • Patch Image (one per result)

Manzanillo CCR Demo • A rear and side CCR system were installed at Zona Nortein Manzanillo on March 26, 2014 to capture Container Identification information from Commercial Vehicles
CCR Product Utilized • High Performance OCR • High accuracy • Omni-font, rotation & scale tolerant • Fully automated, 24/7 operation • Real-time performance • Environmentally controlled enclosures • Robust, field-proven technology
CCR Product Features • Can process any combination of containers (20’, 40’, 45’, 48’, 2-20’, etc.) independent of length • Quality of image is independent of the vehicle speed • Maximum speed through the gate CCR system is 45 MPH • Network interface protocol allows for easy integration • System operates 24 hrs/day, 7 days/week • Image quality is consistent throughout day and night with low power, white light stroboscopic illuminator • Environmentally controlled enclosures ensure performance under any weather condition • Optional stainless steel lane controller enclosure for salt water installations
ISO 6346 Container Code Standard • Owner Code: The owner code consists of three capital letters of the Latin alphabet to indicate the owner or principal operator of the container. Such code needs to be registered at the Bureau International des Conteneurs in Paris to ensure uniqueness worldwide. • Equipment Category Identifier: The equipment category identifier consists of one of the following Four capital letters of the Latin alphabet: • U for all freight containers • J for detachable freight container-related equipment • Z for trailers and chassis • R for reefer containers (cooling containers, mostly with their own refrigeration system) • Serial Number:The serial number consists of 6 numeric digits, assigned by the owner or operator, uniquely identifying the container within that owner/operator's fleet. • Check Digit: The check digit consists of one numeric digit providing a means of validating the recording and transmission accuracies of the owner code and serial number.
CCR Application Areas • ISO Container Identification • Chassis Number Identification • Vehicle Identification • Asset Management • Verifies and reports ISO check digit – imaged & calculated by system • Reads horizontal & vertical ISO codes
Data Collection: ISO 6346 Container Code Standard
Single Side & Back CCR System Minimal Configuration Dual Containers on chassis blocks rear door imaging Cameras and illuminators are mounted at a height of 12’ (3.7m)
Two Sides & Back CCR System Container Thru-Beam sensors at an 8” x 10” height Cameras and illuminators are mounted at a height of 12’ (3.7m)
side side side back back back Concept of Operations Designed for speeds up to 45 mph R1 R1 R1 R0 R0 R0 1. Container is detected 2. Side is imaged and identified 3. Back is imaged and identified 4. Resulting ISO code is transmitted A chassis with two 20’ containers is imaged twice on the side and once on the rear
CCR System Performance • One side / rear systemautomatically locates and identifies the 4-character owner code, 6-digit container number and check digit on at least 95% of all containers with one undamaged, unobstructed, and unobscured ISO 6346 code in its field of view. • Two side / rear system configuration improves read rate accuracy. • Optional country code and type code identification may reduce read rate to 90% of containers. • Both retro and non-retro reflective ISO codes. • Partial results from side and back images are combined for a more accurate result. • System confidence factor is computed for every read result. • Electronic manifest list can improve OCR accuracy. • Read result in less than 1 second after last image is captured.
CCR Discriminators • Can combine with LPR at control gates • Reading accuracy >95% (owner code + ISO number + check digit) • Real-time processing speed (<1s per image) • Imaging is independent of truck speed and container length • Integrates with LPR, Driver & Scene Camera
CCR POC Results • Equipment was installed on 03/26/14 • A data sample collected between 03/28/14 and 03/31/14 • The data sample was then Ground-Truthed and analyzed • A total of 1,452 containers were processed during the demo (including 332 dual containers) • The CCR system correctly identified the owner code, container number and check digit on 94% of the container images sampled
