  3. Border 2012 • Bottom-up, regional approach • Local decision-making, priority-setting, and project implementation • Announced in September 2002 at a meeting among ten border states environmental authorities

  4. Border 2012 Goals Goal 1: Reduce Water Contamination Goal 2: Reduce Air Pollution Goal 3: Reduce Land Contamination Goal 4: Improve Environmental Health Goal 5: Reduce Exposure from Accidental Chemical Releases and Terrorism Goal 6: Improve Environmental Performance

  5. Goal 3: Reduce Land Contamination Objective 3: By 2010, clean up three of the largest sites that contain abandoned waste tires in the US/Mexico border region, based on policies and programs developed in partnership with local governments

  8. Legislative Forum Questions • Which tire piles will be cleaned up? • By when will they be cleaned up? • What will the source of funding be?

  9. Which tire piles will be cleaned up? • INNOR in Mexicali – 425,000 removed (100%) • El Centinela – ~900,000 of 1,500,000 tires removed (61%) • Cd. Juarez – ~720,000 of 4.5 million tires removed (16%) • Other communities are also beginning to remove tires

  10. By when will they be cleaned up? • INNOR in Mexicali – Completed • El Centinela – Complete by 2006 • Cd. Juarez – Unknown, but at current rate could be at least another four years

  11. What will the source of funding be? • In Region 9 $262,000 spent in tire clean up (labor and trucks) • SEMARNAT contributed much in-kind • EPA funds capacity building and demonstration projects • Eagle Pass pays $1/passenger tire and $2/truck tire to dispose • CEMEX in Monterrey is taking around 15,000 tires per month • Need to leverage dollars by forming private-public partnerships to come up with regional solutions • NADBank

Juarez • January 2005: First Waste Policy Forum meeting in Tijuana • March 2005: Waste Policy Forum meeting in Tucson, AZ • February 2006: Second Waste Policy Forum meeting in Monterrey • April 2006: Waste Policy Forum meeting in Ensenada, Mexico • May 2006: RCC Border Scrap Tire Meeting in San Diego, CA

  13. Results • 2004 US/Mexico Bi-national Commission signed a Letter of Intent to develop a border scrap tire strategy • Through the combined efforts of EPA, SEMARNAT, regional waste task forces, affected states, and Tribes over 2.1 million tires cleaned up • Including 34,000 tires on the Pala Band of Mission Indians
