1) Preliminary Screening by VCS Component Manager and FUM Specialist A serious allegation is one that, if proved to be true, would undermine the reputation of the Voluntary Certification System if the Certified NGO continued to be certified. A reasonably credible allegation is one that a reasonable person could believe to be true.
