  4. Role of World Bank in Official Development Aid • One of major donor organizations for developing countries • Technical assistance as well as financial assistance • Opinion leader of donor community

What we expect to obtain from experiences of World Bank • The proposal on R&D for safer conventional housing targets at mitigation of disasters in practice • ODA projects are expected to be major beneficiaries/user of fruits of R&D • Inputs/requirement from users are always meaningful • Relevant projects financed by World Bank also give us informative inputs

  6. Two opposite principles of approach of World Bank(historical point of view) • Economic development - infrastructure for economic growth - trickle down - structure adjustment • Social Development - basic human needs (BHN ) - poverty reduction

  7. Two opposite principles of approach • World Bank is now on “Social Development“ side • “Trickle down” never happens except few exceptions • PRSP (Poverty Reduction Strategy Paper) World Bank’s major policy

Two opposite principles of approach • The terror on Sep. 11 strengthen the principle of “Social Development” • Poverty Reduction is the most basic and effective strategies to fight terrorists • Poverty Reduction is also the most basic and effective strategies to mitigate disasters as it enable people/community to invest more in safety
