Collocation Billing-General Information • Application charges are billed when the Application Response is sent to the customer. • Initial, Subsequent, Caged, Cageless, Minor, Simple, Intermediate, Cost Planning • Co-Carrier Cross Connect, Power Reduction only, Administrative only • Space Preparation/Firm Order Processing charges are billed when the Firm Order is bonafide and may include cable installation and cable records fee • Cost associated with surveys, design, modifications, building support systems • - Monthly recurring charges are billed when the status is Space Ready or Space Accepted, • in the event the CLEC has not accepted space in 15 calendar days, billing begins at the • space ready date • - Power, Floor Space, Cable Support, Access Cards/Keys, CO Modification • - Final billing/True-up charges at the completion of the site are billed at Firm Order • Complete date for any close out one time charges and to correct any recurring charges Issue 1 date 9/03
BellSouth Central Office Collocation Billing begins with a bonafide application fee for caged or cageless space in the Central Office Billing continues with bonafide Firm Order Fee/Space Preparation Fee Billing goes from Firm Order Bonafide to Space Ready/Space Accepted monthly recurring fees Billing of nonrecurring charges end with true-up charges for the completed project, unless the site is augmented at a future time Issue 1 date 9/03

Collocation Billing-Frequently Asked Questions • What are my applicable rates for specific USOC’s? • Each contract has it’s own rates found on the contract database website • The Standard Agreement’s rates are also listed on the website • I’ve reduced my floor space & power, why hasn’t the reduction been applied to my bill? • Applications to reduce floor space or power require a Reduction form signed by the CLEC and BellSouth indicating work has been done and the reduction date to use • How soon will I see charges on my bill after submitting an application? • Collocation bills the 1st bill period of every month. Depending upon receipt date of bonafide application and firm order and space ready/space accept date, the charges could appear within the next three bill cycles • How are Additional Engineering Hours calculated and determined? • Contract and Tariff rates are charged for the first half hour and a lower rate for each additional half hour • AEH is billed at completion of the project or at Space Ready for Virtual collocation • It may include charges for meetings, calls, site visits and equipment inventory Issue 1 date 9/03
