XBRL for Business Register interconnection

Under the new Directive 2012/17/EU, all EU member states will enable electronic communication between business registers to facilitate cross-border access to official business information. This pilot project between France and Italy showcases the interconnection of business registers and the exchange of information on cross-border branches.

Directive 2012/17/EU 13th June 2012 • Under the new directive, all EU member states will be involved in enabling electronic communication, between business registers, to develop a framework for cross-border cooperation across Europe. • One of the key objectives of the new directive: • Facilitate cross-border access to official business information by • defining a common minimum set of up-to-date company information • translating the common contents in all EU languages. • One of the practical enforcement: • Companies’ cross-border branches management

The French-Italian branches pilot project • Year 2011 : France and Italy started a cooperation project to offer to their customer information on companies and their branches opened in the other Member States. • The two Business Registers are piloting a cross-border communication process giving a direct connection to the Register including the headquarters information. • Links to the web pages of Headquarters and cross border branches are displayed on both registers. • All displayed information are usually offered for free in both registers.

The pilot project steps • Step 1 – disclosing branches • All cross-border branches are identified at a fixed time, running producing list of branches of foreign companies. • Italy identified the Italian branches of French companies, • France identified the French branches of Italian companies. • List is of detailed business information related to each branch in a standardized way, by means of identical content and interoperable technologies, using the standard XBRL. • Step 2 – keeping information up-to-date • By exchanging data with an agreed frequency. • Step 3 – linking Registers’ sites • Upadating the web pages in the institutional web sites

  7. Figures about cross border branches: • October 2012 : 6727 foreing companies opend about 16.000 brances in the Italian BR • Foreing headquarters in the Italian BR

Cross border branches: update frequency • August 2011 – June 2012 • Italian companies listed as primary site of French branches • Source of information InfoCamere: • 29 companies closed • 40 new companies • French companies listed as primary site of a Italian branches Source of information Infogreffe: • 19 new companies • 1 company with updated address • 1 slightly difference in the company name

Projet outcomes on data standardization • Data standardization is needed to comply the directive requirements on cross border branches, merges and access to official information from the Business Registers • xEBR-taxonomy offers standardization on • Semantic contents • Tecnichal structure • Translations both for labels and contents • It can be extended for any specific comunication
