CCCECE Spring BOARD MEETING 1/31-2/1/2019
Training with dr. cheryl williams • Dr. Cheryl Williams is working to assist in gathering information and resources that can be integrated within the CAP 8 coursework and helping to identify how it already fits into the course content that we are providing. • Coursework can provide basic information on trauma for educators to assist with their responses to children and families who are experiencing trauma and their ability to make informed referrals. • See PowerPoint provided by Dr. Williams.

Executive board reports • Website has been updated with content being reviewed and reorganized. • UC Berkeley think tank on the workforce is meeting February 19th and CCCECE will be present. • CCCECE has reached out to Governor Newsom’s staff. • Current membership is 190; 30 members are new this year. There are 54 members who have not yet renewed. If this is you - renew today! • Director Mentor Institute just held. There will be a Virtual Advanced Mentor Institute and Virtual Director Mentor Institute in February.
Executive board reports • FIP will be coming up in the Spring - April 5 in Pasadena and April 26 in Sacramento. • Public Policy Report • AB123 Preschool for All legislation - revisions may be forthcoming. This is an opportunity for advocacy in regards to quality indicators included. • CCCECE is actively working to make connections with other state groups for advocacy. • Spring Institutes on Learning Stories are April 20th at Cosumnes River College and April 27th at College of the Canyons. Cccece newsletter • CCCECE has a new edition of our newsletter to provide members with current information from the field of ECE, upcoming events, changes in curriculum associated to ECE in California, and other pertinent resources. • There is a new Lab School Newsletter as well!
patricia lozano, early edge • Patricia Lozano is the Executive Director of Early Edge California • Early Edge started as advocates for TK and now focuses on strengthening the CA ECE Workforce, supporting dual language learner, and promoting quality programs. • Early Edge hosts advisory groups - Teacher Voices - including representation from California’s diverse delivery system in the Bay Area and South with plans to expand. • Advocates for higher qualifications, compensation, and on-going workforce support. • Both access and quality are key. Goals are: quality coursework for the on-line community college, higher reimbursement rates, quality professional development, paid time off days, and apprenticeship programs for the workforce.
patricia lozano, early edge • Support for quality practices with dual language learners, including advocating for: training for teachers, a DLL focus on the Child Development Permit & Performance Expectation, the expansion of DLL immersion programs, and DLL indicators included in the QCC matrix. • Governor’s budget includes $490 million for facilities, $247 for early learning facilities within the CSU system, $125 million for additional preschool spaces, expanding full-day Kindergarten, $10 million to plan a comprehensive Cradle-to-Career Education Data system. • Early Edge is supporting AB123 - Preschool for All • Additional information in the Early Edge PowerPoint document.
early edU • Early EdU has online course resources with a crosswalk to CAP. There is a pilot with a few community colleges. Broader institute will be in Sacramento in July for additional participation. • Upcoming brochure will have information for those who are interested in joining the summer institute. Registration is March 1st-22nd. • There is a fee to access the resources for use in courses. An IHE license is also required.
Commission of Teacher credentialing • Erin Sullivan and Phyllis Jacobson • CTC was charged in 2015 to review the Child Development Permit process. • Review meetings occurred over 2 years with broad representation. • Survey responses were also utilized. • Recommendations for the permit matrix were made, although the focus shifted to Teaching Performance Expectations - how can candidates implement their knowledge? • TPE recommendations have received feedback and are going back to the CTC board February 7th for review and possible adoption.
Commission of Teacher credentialing • Accompanying Program Guidelines are suggested to assist in the transition to preparing candidates to meet TPEs. Future accountability for programs might include submitting an explanation of where TPEs are being addressed through introduction, practice, and assessment. This is what happens for programs preparing K-12 candidates. • The TPEs are broad enough to allow for program/instructor freedom in meeting the needs of local candidates and communities. CTC does not intend to be prescriptive. • TPEs address the level of beginning practitioners at each level in the field and imply a progression towards mastery. • Current course assessments can meet the TPEs - the suggestion is that candidates complete assignments that reflect performance competencies.
Commission of Teacher credentialing • Any changes to the permit matrix would be phased in over 2 years and current document holders would be grandfathered into their current permit level. In the future, CTC may address the disconnect between a unit/seat based permit with TPEs. • Next steps may be piloting the use of the TPEs to review the use and implementation process. • CTC tracks legislation related to qualifications and responds accordingly.
PEACH • Nancy Hurlbut, Toni Isaacs, Barbara Rosner • PEACH originated to bring all sectors of early childhood higher ed together in LA County. They have been funded from First 5 LA and Packard. • Work included looking at articulation and alignment, advocacy around candidate requirements (permit/credential), and looking at the availability of doctoral programs in ECE. • PEACH also did work around practicum hour requirements. • PEACH would like to collaborate for cross-system advocacy and creating a stronger voice for higher ed in the state. TPEs/CTC, AB123, and the on-line community college are opportunities for coordinated voices. • PEACH will be establishing a Higher Ed Steering Committee based on the CCCECE regions with representation from community college, CSU, UC, and private institutions from each region.
First 5 CA Updates • Deb Silverman and Chana Wynn-Swann • Chana is the liaison between higher education and First 5 CA. Chana also supportsthe DLL Pilot study. • Chana reviewed the new Higher Ed page under the Quality Partner section of the QCC website. The section will launch March 1st. • Faculty can use the website to access resources related to QCC. • Suggestions made to have links to local QCC work, upcoming stakeholder meetings, funding opportunities, opportunities for faculty to participate in trainings, links to CCCECE and higher ed events on the page. • First 5 is looking for members for a Tiger Team to assist in getting feedback, for instance what to include on the web page for faculty. • State consortia meeting March 5th and 6th will focus on meaningful partnerships and higher ed will be a focus in a panel discussion and session.
CDTC updates - stephanie aguilar • CDTC received approval to raise the unit stipend to $26. Colleges can also adjust the stipend to utilize funds that are available at the end of the year. • Permit funds still available - encourage students to apply. • PGA trainings are scheduled throughout the year. There are phone meetings to ask questions regarding PGA and anyone can participate. • Coordinator stipends - CDTC will be adding a third tier to address more equitable distribution of funds.
