INTRODUCTIONThe adoption of appropriate scientific and technological applications in promoting and fostering socio-economic development represents an essential component of development planning policy in Jamaica.Systematic promulgation of appropriate science, technology and innovation policies(STIP) seeks to: 1. Expand Productive Capacity2. Improve Productivity 3. Build Competitive Advantage

  3. JAMAICA’S NATIONAL INDUSTRIAL POLICY Main Policy Components address: Macro-economic Growth and Stability Industrial Development Social Development Environmental

  4. INDUSTRIAL DEVELOPMENT POLICY The range of strategies being pursued in context of a STIP policy framework include: Promoting and Supporting Business Investments Improve Public Infrastructure Provide Support of Public Policy

  5. STATUS OF MANUFACTURING AND AGRO-PROCESSING Manufacturing sector has not yet been impacted by the NIP. Low levels of investments in upgrade of plant and equipment identified as a main impediment. Category of processed foods, particularly sauces has been growing phenominally

  6. DISTINGUISHING FEATURES OF AGRO-PROCESSING ENTERPRISES • Robust vertical linkages with small and medium scale enterprises • Greater degree of responsiveness to technological adoptions and innovation • Exploit perceived uniqueness of Jamaican biodiversity

THE WALKERSWOD CASE • Very modest startup as cottage industry enterprise in 1978 • Initial motivation to provide local employment • Employed workforce increasing from 3 to 75 • Develop from single product to range of agro-based products. • Very high degree of vertical integration between small farmers and plant

  8. SHORT- MEDIUM TERM GROWTH STRATEGIES • Expansion of output capacity • Expansion of factory space • Ensuring distinctive market presence • Colloborate with similar interest groups to secure cost reduction on packaging materials • Attain stand-alone free zone status

  9. ISSUES HAVING IMPLICATIONS FOR FURTHER CORPORATE DEVELOPMENT • Access to affordable capital • Lowered rates and charges for electricity • Greater public sector support for human and social development programs • Streamlined marketing and marketing information systems for agricultural produce
