  16. Advantage in the Penalty Area • Apr 11, 2008 USSF Memo • Basic concept remains the same • Decision governed by proximity to goal and likelihood of scoring from PK restart. • Advantage is a team concept . . . 22. AR Signals/Procedures Need Work • USSF Memo – AR Mechanics, June 5, 2006 • Referee retains primary responsibility for TI, GK, CK restarts for areas of field not given to the AR. • However, AR should also provide a confirming flag signal AFTER THE REFEREE has clearly signaled the restart decision. • No change in AR response to eye contact by referee asking for assistance. • Why? Provide additional emphasis and visual confirmation of the restart.

  23. New Assistant Referee Signal • This is the new AR Signal for: • a) Let’s talk • b) Offense whistled by referee occurred inside penalty area • c) Keeper encroachment on PK or KFTPM • d) All of the above • e) Only b & c above B & C above. Guidelines for Referees/ARs • Which of the following procedures should be used to deal with holding offenses inside the penalty area at corner kicks and free kicks. a) Warn a player holding before ball is in play b) Caution if holding continues before ball in play c) DFK or PK and Caution if holding occurs once the ball is in play d) Each of the above is a recommended procedure

  26. Guidelines for Referees/ARs • T or F – A caution for unsporting behavior shall be issued when a player holds an opponent to prevent the opponent gaining possession of the ball or taking up an advantageous position. True - This ‘off the ball’ holding is cynical and blatant and must be dealt with

  27. Guidelines for Referees/ARs • The referee should consider the following before stopping play for a handling foul • Movement of the hand toward the ball • Distance between opponent and the ball • Position of hands/arms • All of the above should be considered The position of the hand does not necessarily mean there is an infringement

  28. Guidelines for Referees/ARs • A goalkeeper is considered in possession of the ball while: a) The ball is between the hand and any surface b) Holding the ball in an outstretched open hand c) Bouncing the ball on the ground d) Tossing the ball in the air e) All of the above The goalkeeper is considered to be in control of the ball by touching it with any part of the hands or arm

  34. More Guidelines • T or F – An offense by a defender which results in a Send Off for Denying and Obvious Goal Scoring Opportunity (DOGSO) must occur in the Penalty Area. • T or F – Impeding by a defender in his own Penalty Area is an offense that could result in a Send Off for DOGSO. • T or F – The referee fails to raise his arm for an IFK. The ball is kicked directly into the opponents goal. The restart is a GK. FALSE TRUE FALSE
