APFMMission “ to support countries in the integrated management of floods within the overall framework of Integrated Water Resources Management.”
Shortcomings of past Flood Management Practices • Emphasis has been on ‘Control’ rather than ‘Management’ • Flood control measures have been Ad-hoc and stand alone • Reactive rather than proactive • Emphasis has been largely on structural measures • Monodisciplinary • River morphological behaviour is not factored • Lessons from past failures have rarely been learnt Flood management is a neglected policy issue on the international as well as, in many cases, at the national level
New challenges Absolute safety against flooding is a myth! Increasing Flood Risks due to development activities Climate change uncertainity Growing environmental concerns
Integrated Flood Management Aims at: • Maximizing the net-benefitsfrom floodplains and • Minimizing losses of life • Sustainable Development • Environmental preservation
APFM Project Background Joint Initiative World Meteorological Organization (WMO) Global Water Partnership (GWP) Secretariat Technical Support Unit (TSU) embedded in the Hydrology and Water Resources Branch Inception Phase: 2001- 2002 Implementation Phase I: 2002- 2006 Implementation Phase II: 2006-2010 Trust Fund current contributors: Japan and Switzerland
Activities in APFM Phase I • Compilation of IFM concept paper and supplementary papers • Implementation of regional pilot projects • Compilation of flood management case studies • Establishment of linkages with APFM partners and contacts • Dissemination of information and advocacy
Flood Management Policy Series Key characteristics • Instrumental in bridging disciplinary gaps for IFM • Expert-group based • Peer-reviewed • Specific target groups • Policy Makers • Flood Managers • Experts in respective special fields • Target group adapted language and format • Made available in English, French and Spanish
Regional pilot projects Phase I • Pilot projects have been undertaken in • South Asia (Community approach) • Africa (Flood management strategies) • South America, (Transboundary floods) • Central and Eastern Europe(Flash Floods) Aim of pilot projects: develop and implement IFM concept and its application through demonstration.
Flood Management Case Studies Africa - Cameroon, Ethiopia, Mali, Mauritania, and Zimbabwe Asia - Bangladesh, China, India, Japan, and Pakistan (2) North and Central America - Canada, USA (2) South West Pacific – Fiji Europe - Italy, Turkey, UK, Germany, Ukraine
Flood Management Reference Centre The Reference Center on Flood Management contains several interactive databases on: • Institutions and Agencies involved in Flood Management; • Flood Management Policy and Legislation; • Literature on Flood Management; and • Flood-Prone Areas Decentralized input through web interface
Outputs APFM Phase II • Capacity building • Field Demonstration Projects • Strategic advice on flood management through a HelpDesk • Developing decision making tools • Developing training and advocacy material • Building a network of institutions supporting multi-disciplinary approach
Capacity Building • Vocational training (short trainings and workshops for different target groups) • Integrated Flood Management • Urban Flood Management • Community approach to flood management • E-learning platform for flood managers • Outreach for teachers and students
Flood Management Tools Series • Bridging disciplinary gaps, provide the IFM context and rapid access to operational tools/methods • Based on existing knowledge in most cases • Three « depth » categories of tools • Living documents
FM Tools - Progress • ApplyingEnvironmental Assessmentfor Flood Management • Conducting FloodLoss Assessment • FormulatingBasin Flood Management Plans • Rapid Legal AssessmentTool • Organizing Community Participationfor Flood Management • Reservoir Operationsand Managed Flows • The Role ofLand-use Planningin Flood Management • UrbanFlood Risk Management • Adaptation to Climate Change in Flood Management
FM Tools - Upcoming • Guidelines on Flood Mapping • Case studies on adaptation to Climate Change in Flood Management • Flood emergency planning • Transboundary aspects of flood management • River restoration and wetlands conservation • Flash Flood Management • Mud Flows and Land Slides Management
Field Demonstration Projects • Support follow up on the Pilot Projects taken up under phase I and upscale the impacts • Provide technical support to flood management projects with third party funding
is “a facility that will provide guidance on flood-related issues to countries that want to adopt the IFM concept” • Provide quick access to relevant flood management information; • Provide guidance and momentum for reform activities towards IFM in the countries or river basins; • Provide a continuous and sustainable capacity development mechanism in support of IFM implementation. • Serve as a link between flood management practitioners or decision makers and required experts in various fields; • Serve as link between various technical and financial partners. HelpDesk No Disaster Assistance or Flood Emergency Response Functions !!!
Target audience • Government officials involved in decision making at various levels of Government, charged with a role in flood management • River Basin Organizations • Bi- and Multilateral Organizations involved in Technical and Financial Cooperation • UN System organizations with a role in flood management • Reputed Non-Governmental Organizations in particular those working with flood affected communities, Voluntary and Community-based Organizations • Universities
Beneficiaries: Government agencies on various levels, CBOs, RBOs, Voluntary Organizations, Bi- and Multilateral Organizations, Universities Request for assistance, preparation of project proposal, supervision of technical implementation IFM HelpDesk Technical inputs as required based on the special field of expertise of the responsible institution HelpDesk Support Base (decentralized): Specialized institutes in various disciplines relevant for Integrated Flood Management Mechanismand Actors
