CEF Regulation • CEF – an instrument for providing financial support to trans-European networks • Three pillars: • CEF-Transport • CEF-Energy • CEF-Digital • CEF-Digital is a programme for: • Filling in the broadband gaps of the digital single market • Supporting innovation hubs in digital services (DSIs)

What is a Digital Service Infrastructure? • Digital services infrastructures provide trans-european interoperable online services for citizens, business and public administrations • Building block DSIs provide basic functionality and are reusable by application-specific DSIs, e.g. interoperability of eIDs, automated translation • DSIssuch as eProcurement, eHealth, Open Data, Business mobility, Cultural Heritage, Safer Internet for Children…

  4. Safer Internet service infrastructure for making a better Internet for children

Objectives • The overall objective is to deploy services that help make the Internet a trusted environment for children through actions that empower and protect them online. • More specifically, the planned infrastructure will provide a platform to share resources, services and practices between national Safer Internet Centres (SICs) and their users, including industry.

CORE PLATFORMS CORE SERVICES FOR SAFER INTERNET Back Office Helplines and Hotlines SERVICES FOR PUBLIC SERVICES FOR Safer Internet Centres GENERIC SERVICES Repositories Awareness, Helplines, Hotlines in Member States Technologies for Hotlines, Industry, LEA Safer internet service infrastructure DATABASE AND TECHNICAL INFRASTRUCTURE TO SUPPORT HOTLINE TRANSACTIONS AND THE REMOVAL OF ONLINE CHILD SEXUAL ABUSE MATERIAL

Actions in 2014 Set up, launch and operate a trans-European core platform for: • creating and sharing resources and services for national Safer Internet Centres • providing an entry point for the public to access age-appropriate content and information about online safety for children • providing databases to support transactions for helplines (analysing and managing reports), and hotlines relating to the analysis, identification and removal of child sexual abuse material Implementation: - a contractor will be tasked by the EC to provide the single entry point to online tools and resources through a Call for Tenders Duration: 18 months Budget: 2 million euro

Actions in 2014 Generic services: Safer Internet Centres in the MS will expand national platforms to run a range of safer internet servicesproviding • An awareness centre • Helpline • Hotline • Call for Proposals published on 30 April 2014, OJ C 131 • Budget: 9.7 million euro • Duration: 18 months
